POSITION DESCRIPTION
The Construction Communications Specialist will provide support to National Nuclear Security Administration (NNSA) Capital Projects for, Construction support on the Savannah River Site (SRS). The subcontractor will provide Construction Communications Specialist expertise to the Savannah River Plutonium Processing Facility (SRPPF) project. Safety is a primary responsibility for all employees working on and off SRS. Subcontractor shall obtain safety training, obey safety rules, and make safety an integral part of each task.
The position will provide support to the Savannah River Plutonium Processing Facility project. Primary responsibilities include the development and implementation of internal and external communication activities for the SRPPF Project in support of business objectives and strategies. Additional duties include, but are not limited to:
• Under the direction of the Operations Director, the Communications Specialist will be responsible for communications for the SRPPF Project.
• Work closely with business lines and functional departments to develop and implement communication programs, procedures, and initiatives.
• Provide editorial oversight for internal and/or external communication content for designated area or function, including but not limited to, articles, publications, talking points, speeches, videos, presentations, and other supporting materials.
• Manage activities of external vendors and contractors, as required.
• Track and report on all functional metrics to demonstrate effectiveness of communication programs.
• Stay current on communications best practices/trends and integrate into communications programs.
• Act as point person for crises/issues within region, office, specialty, or function.
• Act as public affairs liaison to plan and participate in VIP tours and project communication events such as Town Halls of Leadership calls.
• Support the Project, client and Parent Company brands.
• Prepare quarterly metrics reports and summarize key trends.
• Plan and participate in special events or activities the Company supports to gain favorable opinion by internal and external stakeholders.
• Facilitate interaction among team members for synergy in messaging and collaboration.
• Handle and review SRPPF documents to support the construction process.
• Perform as a member of the CM team for the SRPPF project reviewing technical project documents accessing Secret Restricted data on a daily basis.
• Other duties as assigned.
EDUCATION REQUIREMENTS
Bachelor’s degree or equivalent training in science, engineering or task relevant discipline. Equivalency Requirements, may be applied in lieu of education.
MINIMUM QUALIFICATIONS
Minimum 10 years in supporting commercial or federal science, nuclear engineering or other task relevant programs or projects; typically, 5 to 10 years in a management role.
Desired Qualifications
• Accredited four (4) year degree or global equivalent in applicable field of study and seven (7) years* of work-related experience or a combination of education and directly related experience equal of eleven (11) years* if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements. Preferred accredited degree or global equivalent in marketing, journalism, public relations, or related discipline. Typically has seven (7) years of experience in the communications field.
• Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors.
• Job related technical knowledge necessary to complete the job.
• Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines.
• Experience in the engineering, fabrication, procurement and construction/construction management (EPFC/CM) marketplace is strongly recommended.
• Demonstrated ability to implement communication projects and ensure completion within established time frames; measure their success.
• Sensitivity to diverse work force, exceptional written and verbal communication skills, extensive knowledge of online publishing tools.
• Ability to build relationships with all stakeholders and ensure credibility.
• Experience in agency/consultant and vendor management.
• Comfortable leading as well as participating in a team environment.
LOCATION
Savannah River Site - Aiken, SC. Position will be primarily performed at SRS and various off-site locations as needed.
The Savannah River Site (SRS), a 310 square mile (198,046 acres) Department of Energy site, is located in the sand-hills region of South Carolina. It encompasses parts of Aiken, Barnwell and Allendale counties and is bordered on the west by the Savannah River and Georgia. SRS is close to several cities, including Augusta, Georgia and Columbia, South Carolina. It is also within a few hours of Atlanta, Savannah, Charleston, Greenville and Charlotte.

A 40-hour work week is scheduled. SRS utilizes various work schedules, including 5/8s (8 hours/day; five days per week), 4/10s (10 hours/day; four days per week), and a 9/80s (9 hours/day, five days on week A and 4 days on week B). The work week excludes SRNS holidays. Each workday has a 30-minute lunch. The period of performance shall be for a period of one year base period and an additional one-year option. An active DOE clearance is not initially required to perform assigned duties. Subcontract personnel must have the ability to obtain and maintain a DOE "Q" security clearance. After award, the selected uncleared candidate may be required to apply for a DOE clearance. Must be a US Citizen.
