Maternity Services Director is responsible for the maternity unit and all sub-unit operations and staffing. Coordinates activities related to labor, delivery, recovery, postpartum, and the baby nursery. Being a Maternity Services Director manages the departments operating budget and measures performance using standards established by the hospital. May direct community outreach programs to deliver women's health information and education. Additionally, Maternity Services Director requires a bachelor's degree. Typically reports to top management. Requires registered nurse (RN). The Maternity Services Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. Capable of resolving escalated issues arising from operations and requiring coordination with other departments.   • The City of Orange City is seeking a Public Services Director following the retirement of the current incumbent after 9 years of building and leading an award-winning department. Eligible candidates will demonstrate a background of proven success in municipal operations of Public Works, Utility Infrastructure, Stormwater Management, Engineering Services and Parks and Recreation. The Public Services Department is a dynamic team a the front of city operations, comprised of 40 employees providing a diverse array of functions.

    The immediate challenges facing the Public Services Director include:


    Utilities Infrastructure and Sustainability:

    Ensuring the reliability and sustainability of our utility services is paramount. Direct initiatives to improve water quality and quantity within the Blue Spring Basin addressing challenges identified in the Utility Rate Study. Projects include upgrades to water treatment plants, implementation of advanced water treatment methods, such as a green sand filtration system, and the replacement of obsolete water mains. Additionally, administer efforts to transition from septic tanks to centralized sewer systems, in compliance with regulatory requirements. The Integrated Water Supply Plan, developed in March 2023, will guide future strategies to meet growing demands and regulatory standards. Pilot testing for water quality improvement initiatives is set to begin this spring, with plans underway for the design of a new water treatment facility to meet future demands and emerging contaminates as identified under the Safe Water Drinking Act. A new Rate Study is also in development to ensure the financial sustainability of these initiatives.


    Public Works Infrastructure:

    With a focus on maintaining and improving our city's infrastructure, the Public Services Director will guide the completion of Public Works Capital Improvement Projects. These projects, to be outlined in a 5-year planning schedule adopted in the Summer of 2024, encompass road paving and sidewalk construction. The Public Services Director will be tasked with overseeing the implementation and management of this new Capital Improvement Project (CIP).


    Stormwater Management:

    Addressing stormwater challenges is a critical priority for our city. The Public Services Director will lead efforts conduct a new stormwater rate study and implement a revised Stormwater Master Plan. Scheduled for completion in December 2024, the plan will guide future initiatives based on updated construction costs and execution schedules.


    Parks and Recreation Enhancement:

    Following the approval of the Parks and Recreation Master Plan in 2023, the Public Services Department is strategizing implementation of the plan's priorities. This includes the preparation of bid packages for the first 3 Capital improvement Projects (CIPs), focusing on new parking areas and the revitalization of Valentine and Coleman Parks. Additionally, a citywide parks landscape design is underway, with implementation scheduled for this summer.


    Compensation and Benefits:


    The Compensation and Benefits package offer to the Public Services Director includes a salary range of $117,705.68 to $168,140.10. A competitive health and medical benefits package, Senior Management status in the Florida Retirement System (FRS), 4 weeks of paid time off accrued per fiscal year, with no annual rollover limit no accumulation cap, and accrual increases every 5 years. The Public Services Director is offer an optional "9/80" work week, where the incumbent works 7:00am - 5:00pm Monday through Thursday, 7:00am - 4:00pm every other Friday, with the opposite Friday as a scheduled day off. A take home vehicle is available for the Public Services Director.


    Desired Qualifications:


    Possession of a Bachelor's Degree in Civil Engineering, Environmental Engineering or another related field is required. Possession of a Master's Degree in Civil Engineering, Environmental Engineering, Public Administrator or another related field is preferred. Possession of a Professional Engineer (PE) is preferred.


    A minimum of ten (10) years of progressively responsible experience as a municipal director of public services, public works, engineering, or utilities. A minimum of seven years experience in supervisory capacity.
