The City of Palm Desert is currently searching for a Librarian with previous cataloging experience to join our dynamic team. The selected candidate will have an important role and focus in managing electronic resources, acquiring new materials, organizing metadata, cataloging, and processing physical materials. As part of a highly collaborative team, the Librarian will strive to support the library's mission of providing access to materials while maintaining the integrity of the bibliographic database.     DEFINITION
    Under the direction of the Library Manager or assigned supervisor, plans, conducts, and participates in activities of library function such as reference, adult or youth services, technical services, maker space, education, or a combination of these functions; performs complex professional and technical library work; assist customers in use of technology; provides exceptional customer service; and performs related duties as assigned.      

    SUPERVISION RECEIVED AND EXERCISED 
    Receives supervision from assigned supervisory or management staff.  May provide functional direction to less experienced employees. Librarian I: This is the entry-level classification in the Librarian series. Initially, incumbents in this position work under general supervision and participate in the day-to-day operations, programs, and projects of the City Library to provide effective and efficient library services to the community. As they gain more experience, their assignments become more complex and difficult. The level of supervision and review lessens as the employee demonstrates the ability to perform independently. Incumbents in this position are not expected to function at the same skill level as a Librarian II and usually exercise less independent discretion and judgment in matters related to work procedures and methods. The work is usually supervised while in progress and follows an established structure or pattern. If there are any exceptions or changes in procedures, they will be explained in detail as they arise.
    Librarian II: This is a journey-level classification in the Librarian series. Incumbents in this class are responsible for performing a full range of professional general and specialized library work in one or more fields of librarianship or technical area. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of assigned projects and programs.   Assignments are given within general guidelines and incumbents are responsible for establishing objectives, timelines, and methods to deliver work products. 
    Librarian II is distinguished from Librarian I by the more specialized nature and advanced difficulty of work assignments, and the greater independence with which work is performed. Positions in the Librarian I/II class series are flexibly staffed and positions at the Librarian II level may be filled by advancement from the Librarian I level; progression to the Librarian II level is subject to management approval and is dependent on the incumbent (i) performing the full range of duties assigned to the II level, and (ii) acquiring the knowledge, skill, and experience necessary to meet the minimum qualifications for the II level of the series.
    • Assist the library services team in the planning, organization, and management of the various programs and services of the City of Palm Desert Library; participates in planning, coordinating, implementing, and promoting assigned programs, projects and initiatives. 
    • Provides exceptional customer service; responds to and resolves patron inquiries including providing information to patrons and answer questions regarding library services, library resources, and the catalog including, assisting patrons with reference questions and selection of books, periodicals, and other print and non-print materials; assist patrons with basic computer needs and emerging technologies.
    • Assists in the maintenance and operation of the library’s ILS, including creation and editing of bibliographic records, original cataloging and upgrades copy catalog records and physically process materials; assist in the acquisition, deselection, or handling of library materials; participates in collection maintenance for assigned collections; analyzes collection needs. 
    • Compile data and prepare reports in accordance with general guidelines
    • Writes or assists in the preparation of comprehensive reports with detailed findings and recommendations; prepares written correspondence, including information materials, staff reports, and other regular or special reports.; leads or assists with the preparation of presentations and workshops; plan and coordinate workshops and public meetings.  
    • Oversees and processes fees; monitors budget expenditures; plans and recommends project budgets; prepares cost projections; monitors expenditures and ensures adherence to budgetary allowances; ensures compliance with City accounting and reporting requirements as well as applicable laws, regulations, and statutes.
    • Maintains a safe and secure library environment by enforcing policies and guidelines with professionalism.  
    • Establish positive working relationships with staff, internal partners, community members, and patrons; represents the library and City at various meetings and events; promotes the City of Palm Desert Library use within the service area establishing relationships with community partners. 
    • Serve as the liaison for assigned library section with other City departments, community and educational institu­tions and individuals; develop and host cooperative pro­grams and tours as appropriate.
    • Assists in promoting library collections and displays and develops marketing strategies to engage the community. 
    • Design creates and edits a variety of documents, including correspondence, letters, memos, agendas, reports, lists, forms, schedules, flyers, event materials and statistical reports. 
    • Evaluate alternative solutions, process improvements, policies and procedures and present recommendations to supervisors.
    • Attends and participates in professional group meetings; stays abreast of new trends, technologies, and innovations in area(s) of assignment; researches emerging products and enhancements and their applicability to the City library needs.
    • May lead, train, and schedule library employees and volunteers. 
    • May provide training, advisement, and instruction in assigned areas and projects. 
    • May represent the department and City to local businesses, the public, media, various regulatory agencies, community groups, and other agencies.
    • Performs other duties as assigned. 
    Knowledge of:  
    • Knowledge of principles and practices of professional library work including general reference methods and techniques of library reference, technical services in an electronic information environment. 
    • Customer service and conflict management skills and the ability to deal effectively with patrons and resolve issues. 
    • Using independent judgment and making good decisions when resolving problems relating to patrons/public. 
    • Principles, techniques and procedures in cataloging, indexing, classifying, and organizing library materials. 
    • Library materials selection standards. 
    • Compile and classify informational materials. 
    • Excellent interpersonal and communication skills, both written and verbal, including ability to speak effectively in front of a live audience. 
    • Apply library materials selection standards and policies. 
    • Plan and conduct activities and operations of specialized library functions. 
    • Interpret city and library policies, procedures, and services. 
    • Techniques for effectively representing the City in contacts with governmental agencies, community groups, and various business, professional, educational, regulatory, and legislative organizations. 
    • Modern office practices, methods, and computer equipment and applications related to the work. 
    • Must have excellent written and oral communication skills including English usage, grammar, spelling, vocabulary, and punctuation.

    Education and Experience: 
    Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying.  A typical way to obtain the required qualifications would be: 
    Librarian I/II: Equivalent to a bachelor’s degree from an accredited four-year college or university with major coursework in education, business administration, public administration, liberal arts or a related field; AND two (2) years of full-time professional broad and extensive experience in libraries, nonprofits, museums, or education. Master of Library Science or equivalent degree from an ALA accredited college or university preferred.
    Librarian I:  At least two (2) years of full-time professional library experience.
    Librarian II: Four (4) years of full-time increasingly more complex and leadership professional library experience.

    PHYSICAL DEMANDS 
     Must possess mobility to work in a Library setting and use standard office equipment, including a computer; to operate a motor vehicle and to visit various City and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. This position in this class typically requires prolonged standing, walking, and sitting in the performance of daily activities. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information.  Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds with the use of proper equipment. Reasonable accommodation will be made for individuals on a case-by-case basis.  

    ENVIRONMENTAL ELEMENTS 
    Employees work in a Library environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees work closely with the public. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
