    As a Supervisory Contractor Industrial Relations Specialist, you will:

    • Undertake the following activities directly or through the performance of subordinate staff.
    • Determine the applicability and any exceptions, exclusions or other variations regarding Federal Labor standards provisions for all HUD programs assigned within operating jurisdiction.
    • Provide technical training and support to HUD program participants, contractors, labor organizations, industry representatives, HUD program staff and other interested parties on Labor Standards and Labor-related matters.

    Key Requirements:

    Qualifications

    You must meet the following requirements by the closing date of this announcement.

    Specialized Experience: For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes:

    • Administering and enforcing Federal Labor Standards and providing wage determinations for maintenance workers and contractors.
    Examples of this experience could be but are not specific to:
    • Authoring written guidance relating to Davis-Bacon and Related Acts (DBRA); or
    • Applying Federal or state statutes, executive orders, regulations, standards, or contract provisions relating to administering and enforcing Federal Labor Standards subject to Davis Bacon prevailing wage rates or HUD determined wage rates; or
    • Analyzing data to conduct investigations and recommending corrective action; or
    • Working as a subject matter expert on prevailing wages, providing guidance on labor issues, and resolving investigative matters as related to the Davis-Bacon and Related Acts (DBRA).

    Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
