Additionally, Meeting/Event Planner conducts rehearsals and system checks of all equipment and connectivity. Researches and maintains relationships with vendors for event support services. Coordinates budget planning and ensures that events stay within cost projections. Typically requires a bachelor's degree or equivalent. Typically reports to a manager or head of a unit/department. The Meeting/Event Planner occasionally directed in several aspects of the work. Gaining exposure to some of the complex tasks within the job function.     DEPARTMENT:  COMMUNITY DEVELOPMENT          REPORTS TO:  COMMUNITY DEVELOPMENT DIRECTOR

    FLSA STATUS: EXEMPT                                        SALARY RANGE:  $59,416 - $100,654

     

    SUMMARY

    This position, under the direction of the Community Development Director is responsible for planning functions and projects requiring a combination of skills in research, analysis, development review, public presentation, and interpretation of concepts and data pertaining to planning and implementation of the Winter Park Town Code. Work is performed with general instructions from the Director with considerable latitude for independent initiative and judgment. 

     

    ESSENTIAL DUTIES AND RESPONSIBILITIES:

     

    Planning and Zoning

    • Interpret, apply, and enforce the Unified Development Code (UDC), Design Guidelines, and Master Plan
    • Meet with applicants to provide information and guidance on development applications, local codes, adopted plans, regulations, and planning programs and services
    • Review and evaluate complex proposals and applications for compliance with the UDC, Design Guidelines, and Master Plan
    • Review projects for compliance with approved plans
    • Evaluate, recommend, and propose revisions to the UDC, Design Guidelines, and Master Plan
    • Recommend to the Director the adoption of new policies, procedures, and ordinances necessary to implement planning programs set by the Town Council
    • Participate in long-range planning
    • Other tasks as assigned

       

      Boards and Commissions

    • Advise, attend, and present at public meetings on behalf of the Town, including the Planning and Zoning (P&Z) Commission, Town Council, and other boards and commissions as needed
    • Manage the P&Z agenda in coordination with the Director
    • Determine development review process and maintain scheduled Planning and Zoning applications in cooperation with the Director
    • Provide technical support and training to the Planning and Zoning Commission members
    • Coordinate Planning and Zoning members education and development programs
    • Assist with the preparation of Planning and Zoning meeting packets as needed

       

      Administration

    • Seek contracts and manage consultant services
    • Coordinate application and project review with other departments
    • Prepare reports; update maps and planning documents
    • Assist with the application and administration of planning grants
    • Maintain records in accordance with Town Records Retention Policies; responsible for Planning Division recordkeeping processes
    • Perform GIS operations utilizing ArcGIS, ArcGIS Online, and other applicable software applications.
    • Assist the Building Department in accepting, issuing, and monitoring building permits as needed.
    • Provide an ethical commitment to protecting the health, safety, and welfare of residents and visitors in Winter Park.
    • Remain educated on new techniques in both planning and the building industry; continuing education is expected to be pursued at the Town’ expense, emphasis should be placed on professional advancement within the planning field, including, but not limited to: American Planning Association membership, attendance at statewide, regional, and national planning conferences, and preparation for American Institute of Certified Planners testing and certification.

     

    KNOWLEDGE REQUIRED BY THE POSITION

    • Knowledge of the geography of the town.
    • Must have excellent management, time management, planning, organizational, administrative, computer, and interpersonal skills.
    • Ability to exercise good judgment/discretion and make decisions quickly.
    • Ability to be to manage multiple tasks.
    • Ability to read, understand, and interpret various zoning ordinances, codes, and regulations.
    • Basic knowledge of government processes and responsibilities, as well as a general familiarity with community development issues and processes in a resort setting.
    • Ability to work with land developers, property owners, and the general public with tact and diplomacy, often in stressful situations.
    • Must possess excellent research and report presentation skills, strong written and verbal communication skills.
    • Ability to establish and maintain effective working relationships with Town employees, Town elected officials, other agencies, and the public.
    • Ability to drive and operate the department's assigned vehicles and equipment in a safe and efficient manner.

    SUPERVISORY CONTROLS

    This position works under the general supervision of the Community Development Director. Work is generally performed independently in accordance with established regulations and reviewed through reports and an evaluation of results achieved.

     

    This position has no supervisory or management responsibility.

     

    MINIMUM QUALIFICATIONS

    Education / Experience:

    • High School Diploma or GED required
    • Bachelor’s Degree in Urban Planning, Environmental Science or related field of study and four years of planning experience in a municipal setting or a Master’s Degree in Urban Planning with two years of planning experience in a municipal setting. 

     

    Certification:

    • AICP Certification preferred

     

    General:

    • Valid State Driver’s License
    • Satisfactory Motor Vehicle Record (MVR)
    • General knowledge of municipal planning processes
    • Equivalent combination of education and experience may be acceptable.

     

     

    GUIDELINES AND SCOPE

    All federal, state, and local laws. Work requires discretion and judgment in interpreting Town policies, laws, and ordinances and analysis and judgment in accomplishing diversified duties. Work requires the exercise of independent thinking within the limits of guidelines, policies, standards, and precedents.

    General Public, Coworkers, Law Enforcement Officers, Government Officials.  Identifying and initiating policies, procedures, guidelines, and regulations that best protect the official records of the Town ensuring that the administrative offices of the Town promote compliance with these policies, procedures, guidelines, and regulations.
