Under the general direction and supervision of the Borough Planning Director or designee, the Temporary Planner will serve as the coordinator for the Safe Streets and Roads for All (SS4A) Comprehensive Safety Action Plan, ensuring compliance with the U.S. Department of Transportation’s General Terms and Conditions under the Fiscal Year 2022 SS4A Grant Program: FHWA Projects. The SS4A Program funds regional, local, and Tribal initiatives to prevent roadway deaths and serious injuries. Demonstrated ability to work with multiple stakeholders, including the general public, local and State agencies, and experience in establishing public engagement forums.
The position will require approximately 20 hours per week, with some weeks requiring more when coordinating and attending public meetings. This position duration is approximately 18 months.
This position is eligible to work remotely. Periodic travel will be required to fulfil essential duties, such as attending public meetings.1. Ensure compliance with the U.S. Department of Transportation’s General Terms and Conditions under the Fiscal Year 2022 SS4A Grant Program, including quarterly and yearly reporting (financial and progress) requirements.
2. Review and understand the Scope of Work as outlined in the Borough’s SS4A Comprehensive Safety Action Plan proposal.
3. Serve as coordinator/liaison for the Borough, its joint applicants (the cities of Homer, Kenai, Seldovia, Seward and Soldotna), the Steering Committee, and the contractor (R&M Consultants, Inc).
4. Support other non-formal stakeholders as necessary; may include the Alaska Department of Transportation, Planning and Advisory Planning Commissions, Tribal Groups, and other community councils and groups.
5. Develop and maintain a systematic methodology for regular updates to stakeholders.
6. Work with the contractor to provide for stakeholder input, including securing meeting location and space scheduling, advertising and attending meetings (some of which may occur outside of regular business hours and may require setting up Zoom/Teams meetings).
7. Support the contractor by assisting with data needs from the Borough GIS Division, Alaska Department of Transportation, and the Borough Road Service Area.
8. Work with the Borough Planning Director and the contractor to draft written correspondence and public outreach.
9. Maintain SharePoint Online site to provide common access to Comprehensive Plan contract documents, communication, reports, etc. and maintain a calendar of events related to the Plan development.
