    Responsibilities:
    The Information Technology Directorate is seeking a .Net Full Stack Developer (Principal Applications Analyst) software engineer at our North Las Vegas office. This role will be responsible for the business process analysis, design, development, implementation, and support of the applicable business applications. This position does not manage staff and reports to the Enterprise Applications Manager.

    Key Responsibilities
    • Implement and monitor work plans to ensure adherence to schedules and design specifications.
    • Guide date processing personnel, programmers, and analysts in systems analysis, development or maintenance techniques; selection of design alternatives; performance analysis; and programming techniques.
    • Participate in computer hardware, systems software, or data communications projects by:
      • Gathering information, analyzing findings, documenting, preparing conceptual designs, and making presentations.
      • Coordinating or developing and implementing plans for installation and testing.
      • Developing or modifying system software.
      • Writing software specifications, designing software, preparing diagrams and logic charts, writing program code, preparing test plans and testing data. Running tests, observing results, debugging and implementing software, and writing operating documentation.
      • Providing support for large-scale computer operating systems and computer hardware and data communications equipment.
      • Analyzing symptoms, instructing operations personnel and vendor customer engineer’s performance of specific tests, reviewing test results, and taking corrective action.
      • Identifying potential problems, resolving referred problems, and proposing solutions.
      • Identifying requirements for expanded user capabilities and preparing estimates of capacity for proposed configurations.
      • Providing instruction in the operation and use of equipment.
    • Write program code from internal specification documentation or outdated application code and prepare test plans, test data, run tests, observe results and correct program code to resolve any differences from specifications.
    • Perform/assist in the administration and technical responsibility of COTS and in-house developed applications including support for users, translating business requirements into enhancements, configuring and testing changes, maintaining and monitoring system security and permissions, and coordinating activities with other team members, the application owner, and IT.
    • Support enterprise server farms hosting multiple applications.
    • Identify, report and assist in the remediation of cybersecurity threats and vulnerabilities.
    • Provide direction to less experienced staff while also coaching or mentoring less senior staff.
    • Lead complex projects that may involve other IT sections, other departments, and consultants.
    • Serve as liaison between IT and Business Support groups.
    • May participate in organizing and assigning software development or maintenance and projects tasks.
    • May prepare reports on progress and schedule of projects.
    • May perform programming and analysis tasks on software development or maintenance projects.
    • May provide technical assistance to User Support Training as required.
    • May provide or assist in research studies, technical papers and professional presentations.
    • May participate in management meetings to help define goals and strategies and to solve problems.
    • May represent MSTS in contacts with the client, outside businesses, and governmental and military agencies.
    • May provide input to policy level direction regarding standards, budget constraints, etc.
    • Perform other duties assigned by Management.
    Qualifications:
    Due to the nature of our work, US Citizenship is required for all positions.
    • Bachelor’s degree in a computer related field or equivalent computer-related experience with at least 8 years of relevant, progressively responsible experience.
    • Bachelor’s degree in Management Information Systems or Computer Science preferred.
    • Ability to demonstrate excellent analytical and problem solving skills, trouble shooting and testing skills.
    • Excellent customer service skills and good written and oral communication skills sufficient to communicate with co-workers, customers, write clear and concise reports, gather information, and collect information develop and perform presentations.
    • Advanced knowledge of technical principles, theories, standards, practices and procedures in software development and database administration.
    • Ability to understand the features and concepts associated with object oriented programming and the Model-View-Controller architectural pattern.
    • Knowledge of SQL Server and Oracle relational databases is highly desired.
    • Ability to use multiple electronic devices including standard office machines, phones, and security appliances.
    • Ability to understand policies, procedures, laws, regulations, and other directives, and maintain strict confidentiality.
    • Ability to use a systems engineering approach when implementing new solutions or modifying existing solutions.
    • Ability to delivery quality and maintainable solutions.
    • Possess the aptitude and desire to continually learn about new tools and technologies and the ability to evaluate the best solution to the problems posed.
    • Able to accept assigned responsibilities and manage work to ensure deadlines and milestones are met.

    • Experience developing web applications, and deploying on Windows Server using IIS web server.
    • Experience using Azure DevOps, Git, Visual Studio, and Toad for Oracle.
    • Candidate will be an object-oriented, full-stack developer, preferably in ASP.NET (.NET Framework & .NET 6 or later), Blazor, MVC, C#, Javascript, HTML, CSS, APEX, and Java.
    • Ability to evaluate user requirements and write technical specifications.
    • Able to demonstrate excellent testing and debugging skills and have strong experience developing applications using these technologies.
    • Experience in finance is highly desirable.
      Experience with applications like Cobra/P6 is highly desirable.
    • Experience with Excel, Visual Basic, VBA macros is highly desirable.
    • Experience in developing MS Access apps utilizing tables, queries, forms, reports, macros and migrating MS Access and C# console applications to .NET core is highly desirable.
    • Understand the principles associated with the MSTS safety concept; and participate and embrace MSTS environment, safety, health, and quality initiatives.
    • Work will be conducted remotely. Some work at our Losee Road facility in North Las Vegas, Nevada is required in support of these functions.
    • Work schedule for this position will be 4/10’s, Monday – Thursday (subject to change).
    • Personnel may be requested by leadership to work 40 hours per week due to projects, activities, and emergences; critical operational demands may occasionally require off-shift work.
    • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
    • Must possess a valid driver's license.
    Ability to obtain a HSPD-12 Personal Identity Verification credential under the Department of Energy Order 206.2, ‘Identity, Credential, and Access Management,’ and Supplemental Directive NNSA SD 206.2, ‘Implementation of Personal Identity Verification for Uncleared Contractors.’
