Project Director for Environmental Certification and Compliance, NS-M4

  • Bachelor’s degree or higher in an environmental science related field and seven years of progressively responsible experience* relevant to major electric transmission, gas transmission, or electric generation facilities siting or renewable energy, including at a managerial level. Candidates must also possess strong managerial and communications skills.

    • Substitutions: four years of specialized experience or associate’s degree and two years of specialized experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.

    Duties Description
    The Project Director, NS-M4, will work in the Environmental Certification and Compliance Section of the Office of Energy System Planning and Performance on the Department’s implementation of the State’s clean energy program established in the Climate Leadership and Community Protection Act (CLCPA) as it relates to the siting of major electric and gas transmission and electric generation facilities subject to Articles VII and 10 of the New York State Public Service Law, Section 94-C of the New York State Executive Law, and the implementation of regulations. Duties include, but are not limited to:
    • Leading site field reviews for the siting, construction and operation of electric generation and transmission projects proposed and/or approved pursuant to Article VII and Article 10, 16 NYCRR Part 102, and 94-C.
    • Leading field investigations, reporting, and enforcing compliance with Environmental Management and Construction Plans, Site Engineering and Environmental Plans and Permits for the siting, construction, and operation of electric generation and transmission projects.
    • Managing utility vegetation management programs for the State’s electric and gas utilities, including field review, rate case requests, annual program reviews, and investigation of violations.
    • Participating in multi-party meetings and other workshops for offshore wind development, interconnection of offshore wind generation, transmission, and energy storage projects.
    • Leading tracking, scheduling, and reporting for all siting cases and permits throughout all phases of the project’s life cycle.
    • Supervising lower-level staff and ensuring staff development through training and evaluation.
    • Additional relevant duties may be required, as directed.

    Salary will be commensurate with experience. Appointment to this position is contingent upon Division of Budget approval.
