Office Manager oversees and manages the daily activities of office staff to ensure efficient operations, service delivery and expense control. Develops and implements procedures and policies for all administrative activities. Being an Office Manager typically manages record-keeping, document preparation, mail distribution, reception, bill or invoice processing, maintenance services, technical support, project coordination/scheduling, and other related internal operations. Oversees the selection of vendors and the purchase of office equipment and supplies. Additionally, Office Manager coordinates resources to troubleshoot, determine the best solutions, and solve problems. Tracks and analyzes operational costs and monitors budget. Recruits, trains, and coaches office staff to achieve optimal performance. May require a bachelor's degree. Typically reports to a head of a unit/department. The Office Manager supervises a group of primarily para-professional level staffs. May also be a level above a supervisor within high volume administrative/ production environments. Makes day-to-day decisions within or for a group/small department. Has some authority for personnel actions.     PURPOSE OF JOB CLASS (NATURE OF WORK)

    Within a state agency information technology division this class is accountable for the management and direction of information systems, applications development, systems maintenance, and similar information technology functions as well as technical and support staff.

    EXAMPLES OF DUTIES

    Examples of the duties of this position include, but are not limited to the following: Interface regularly with clients/customers (agencies) to understand their needs and expectations, providing strategic guidance and support; Assist with development and implementation statewide IT policies in alignment with Connecticut General Statutes section 4d-8a; Assist with management and operation of the Information Technology Capital Investment Program; and Stay abreast of industry trends and best practices in IT policy and governance, incorporating relevant knowledge into policy development and program management efforts.

    Plan and Deploy for Business Results, which includes the ability to develop and implement business plans, IT plans, budget plans, and human resource plans in order to maximize budget allocations, technology, personnel and other resources to achieve agency and program goals.     MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    Ten (10) years of experience in computer or network administration, architecture, operations, production control, systems development, information technology analysis and planning.

    MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

    Three (3) years of the General Experience must have been in a lead capacity. NOTE: For state employees this is interpreted to be at the level of an Information Technology Analyst 3.

    MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

    College training in computer science, management information systems or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor’s degree. A Master’s degree in computer science, management information systems or a closely related field may be substituted for one (1) additional year of the General Experience. For state employees four (4) years of experience as a Computer Operations Supervisor may be substituted for the Special Experience.

    PREFERRED QUALIFICATIONS

    Experience interfacing effectively with clients/customers, stakeholders, and executive leadership. Experience in IT policy formation and NIST frameworks. Experience in IT planning and budgeting. Experience in data analytics, report writing and dashboards.
