Manages or administers accounting processes including budgeting, invoice processing, employee expense reports, reimbursements, petty cash, and time tracking. Additionally, Office Services Professional may support HR activities or initiatives with employee onboarding and interview coordination, and training. Performs company database or system administration tasks, including data input, reporting, user support, and upgrades. Resolves day-to-day problems and coordinates with stakeholders to obtain solutions. Requires a bachelor's degree. Typically reports to a supervisor or manager. The Office Services Professional work is closely managed. Works on projects/matters of limited complexity in a support role. Civilian Employment Assistance Program (CEAP) Service Specialist

  • The Civilian Employment Assistance Program Service Specialist will facilitate and oversee the administration, development and delivery of the various Employment Assistance Services for Delaware Service Members, Veterans, and their Families.

    Primary Functions/Work Responsibilities:

    •  Lead staff for the coordination of all DE National Guard employment and career assistance programs, to include Transition Assistance Program. Ensure all programs have a unified approach and are consistently collaborating to find employment assistance and placement opportunities.
    • Develop and facilitate a Civilian Employment Assistance Program: Utilize employment websites for job seeking opportunities to include Delaware JobLink, DNG’s Job eAlerts communication, DNG website, and Job Fairs, Resume writing skill, our own DNG Workshops, Interviewing techniques, and other tools to successfully acquire employment
    • As an integral part of the DOD Yellow Ribbon Program, Supporting and Attending Reintegration Employment Events: Support all YRRP events within the state and conduct outreach to local area employers for employment opportunities.
    • Collaborate with the civilian employment opportunities. Working with the Soldier & Family Readiness team, evaluate employment needs through employment surveys administered at the unit level, identify unemployed or under employed Service Members and refer 100% of those requesting help to partnering agencies/employers with matched skill opportunities. Develop/maintain a statistical database to pull unemployment information for the DE National Guard (DENG) leadership at any time.
    • Develop and gather employment opportunities and Job Fair information within State: Compile employment and Job Fair listings by region that support DENG units within 30 days of contract services. Maintain event awareness to ensure that CEAP has complete visibility of all upcoming Job Fairs throughout State, regardless of component (All Branches). Identify employment opportunities presented at Job Fairs.
    • Interpret Service Member Career Assessments to identify additional job training requirements: Interpret career assessment submitted by the Service Members, Veterans and their Families to determine if additional technical or job skill training is needed. If so, refer Service Members to the Education Service Office within 14 days so the Service Members can be properly informed of the educational benefits available to them to receive new or additional training to improve their skills. Follow on assessments will be conducted as required
    •  Establish communication links between SFRS and CEAP Specialist that will track employment metrics by Brigade/Wing for reporting to DNG-J9 Director monthly
    • Maintain a database of customers, networks, and stakeholders; provide the J9 Director with a monthly assessment of employer outreach, customer assistance, and customer placement. Maintain metrics and data for specific customer audiences as required
    •  Collaborate with Family Assistance Center (FAC) to identify employment needs of Family members: Work alongside all SFRSs to share employment information and opportunities with Family members seeking employment. This information should include available activities, outreach, referral services and other necessary resources that help Families secure employment.
    •  Maintain records to compile and analyze statistical data to create reports of personnel relation information as a metric for job placement, educational/job skill training and Veteran Friendly Employers.

    Required Knowledge, Skills and Ability:

    Knowledge:

    • Civilian Employment Assistance Program Specialist-  1-3 years’ experience in employment assistance, recruiting, or HR management. 
    • Army/Air Guard knowledge directly related to the requirements of the PWS, and a working understanding of the position functions. The contractor will also have sufficient knowledge to perform the work of the position described in the PWS.

    Ability:

    • Fluently read, write, speak and understand English
    • Use technology in the performance of duties, such as Microsoft Office and Excel, digital cameras, State and Territory Websites to include Active and Reserve Component information

    Essential Job Requirements:

    • BA/BS Preferred
    • 1 - 3 years experience required
    • Work a minimum of 40 hours in a work week
    • Be a citizen/ national of the United States of America

    Physical Requirements:

    This is largely a sedentary role; however, some lifting up to 10 pounds may be required and the ability to bend and stand, and file.

    Work Environment:

    The job operates in a professional office environment.

    Travel:

    Travel may be required
