    POSITION SUMMARY

    Section Manager (Community Recreation and Community Fitness) will manage departmental programs and projects with emphasis in community center recreation, special programs, and community events. Direct and train program managers and various levels of staff and administer policies in adherence to program goals. Employee supervision includes hire selection, training oversight, performance assessment, coaching, disciplinary and termination actions.

    Section Manager (Land Management) will manage county parks, designated county grounds, administer policies, land management planning and development, and implementation of capital projects. Assist in the acquisition of property and oversee the design, development, and/or construction of park facilities. Assist in assuring parks are developed or renovated utilizing the Bernalillo County Parks and Recreation Master Plan. Employee supervision includes hire selection, training oversight, performance assessment, coaching, disciplinary, and termination actions.

    DUTIES AND RESPONSIBILITIES SUMMARY

    1. Oversee the development, coordination and implementation of community recreation programs, special events and advise in the acquisition of property and oversee the design, development, maintenance and/or construction of park facilities.
    2. Establish, maintain and monitor section programs and supervise personnel and facilities at various locations. May ensure parks are maintained, developed and/or renovated utilizing the Bernalillo County Parks and Recreation Master Plan.
    3. Develop and interpret County and department policies/ordinances, procedure and program recommendations through implementation and analysis of standardized community assessments. Ensure policies are followed in operation of assigned Section.
    4. Develop, implement and maintain standard operating procedures and training for assigned Section.
    5. Research, analyze and report on projects as required on a variety of topics including community based recreation and education services, special programs and special events.
    6. Implement and maintain standardized automated reporting database for participant accident/ incident reports, analyze data and make recommendations for program modifications.
    7. Oversee the work assignment schedules, training schedules and personnel issues within assigned Section in accordance with Union agreements.
    8. Establish and coordinate on-going professional development for community recreation personnel utilizing local and regional parks and recreation organizations. Coordinate with other County Departments, Parks, Recreation and Open Space Sections on community programs and special events using County Community Centers, County Parks as well as other government and private facilities.
    9. Assist in budget preparation, review and monitor budget, participation and expenditure reports and other documentation as requested by director for section operation and other administrative program related activities.
    10. Attend, participate or coordinate meetings with/for the public, agencies and other organizations as assigned.
    11. Coordinate with other county departments as necessary to support effective section operations.
    12. Serve as department lead for all FEMA related operations
    13. Coordinate with BernCo EMS in developing functional response criteria for BC facilities and personnel.
    14. Responsible for ordering materials and supplies; check with vendors and staff to ensure delivery of materials to worksites.
    15. May periodically inspect parks and other County Land Management maintained areas to observe condition of facilities and propose solutions for recurring maintenance problems. May prepare periodic reports for management on Land Management projects/activities. 9.
    16. Attend meetings and public hearings relevant to assigned Section.
    17. Coordinate with other PROS sections and County Departments on community programs/special events/emergency POD sites utilizing County park facilities and in ensuring the proper amenities are provided for events scheduled, i.e., signs, trash containers, etc.
    18. Establish and coordinate on-going professional development for community recreation personnel utilizing local and regional parks and recreation organizations.
    19. Incumbent(s) in this classification may handle sensitive and/or confidential records, plans, documents or decisions that require maintaining confidentiality of sensitive information. ?

    Minimum Qualifications

    1. Bachelor's Degree in Public Administration, Business Management, Recreation, Exercise Science, Fitness, or a related field, and nine (9) years of work experience overseeing development, coordination, and implementation of community recreation programs and special events, plus two (2) years' experience in a managerial role. Any equivalent combination of related education and/or experience may be considered for the above requirements.

    ADDITIONAL REQUIREMENTS

    The offer of this Bernalillo County position requires compliance with the following:

    1. Employee must successfully complete the post-offer employment medical examination and background investigation.
    2. Employee must comply with the safety guidelines of the County.
    3. Employee must have a valid New Mexico driver's license by employment date and maintain a valid NM driver's license while employed in this position.
    4. Employee must be able to work flexible hours and be on call as necessary.
    5. Employee must complete required FEMA training(s) as assigned to position.
    6. Employee must complete required Supervisor classes if applicable.

    WORKING CONDITIONS

    1. Essential duties are performed primarily indoors and outdoors.
    2. Indoor duties are performed in a temperature-controlled environment on an even surface, which may be carpeted or tiled. Worker may be exposed to natural weather conditions while performing duties outdoors.
    3. Worker may be exposed to fumes, odors, dusts, and mists while performing duties outdoors.
    4. Outdoor duties may be performed on either even or uneven surface, and the surface may be either dry or wet. Worker may perform duties on surfaces such as natural ground, grass, asphalt, or concrete while performing outdoor duties.
    5. Work hazards include operation of vehicle in performance of duties.
    6. Work is performed primarily alone and with a select team at times.
    7. County vehicle is used on an as needed basis.

    EQUIPMENT, TOOLS AND MATERIALS

    1. Equipment and materials used to perform indoor duties include the telephone, photocopy machine, facsimile machine, computer and calculator.
    2. Materials and products handled in the course of performing essential work duties include files, forms, reports, various other paperwork, and a wide variety of basic office supplies.
    3. Worker may handle grounds maintenance equipment particularly when involved with ordering of necessary equipment.
