Organizational Development Director directs the design, planning, and implementation of corporate organizational development programs, policies, and procedures. Approves change management initiatives and suggests enhancements to existing programs. Being an Organizational Development Director oversees the development of programs to build human capital and a strong employee development culture. Reviews key performance metrics to enable accurate and valid measurement of workforce performance and to identify areas for improvement. Additionally, Organizational Development Director proposes changes to organizational structure to leverage talent and provide development opportunities to key leaders in the organization. Develops systematic collection and evaluation of performance metrics. Requires a bachelor's degree. Typically reports to top management. The Organizational Development Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. To be an Organizational Development Director typically requires 5+ years of managerial experience. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function.     Clearance: SECRET or the ability to obtain and maintain a SECRET clearance

    Position Summary:

    The Payroll/Human Resources (HR) Specialist will ensure that employees are paid accurately and consistently, while possessing knowledge of standard concepts, practices, and procedures within the payroll function. The successful candidate will assist the HR Director with onboarding new employees as well as other HR related tasks. Additional duties include serving as Alternate Facility Security Officer (FSO) and back-up receptionist. Candidate must be able to obtain and maintain a Top-Secret security clearance.

    Duties and Responsibilities:

    Payroll

    • Process semi-monthly multi-state payroll by collecting, calculating, and entering data.
    • Establish and maintain personnel and payroll records.
    • Review and audit timekeeping records for compliance.
    • Input and review data in the payroll, 401k, and benefit systems.
    • Process deductions such as benefits, garnishments, and levies.
    • Prepare and reconcile benefit reconciliation reports.
    • Manage employee reimbursements.
    • Resolve payroll discrepancies.
    • Respond to employee questions and troubleshoot issues.

    Human Resources

    • Assist with new employee onboarding to include benefits enrollment, I9 verification, and background checks.
    • Cover the reception area during the receptionist's lunch break and other absences.
    • Assist the HR Director with worker's compensation, 401k, and other audits.
    • Assist with preparation of the annual Affirmative Action Plan.

    Alternate FSO

    • Assist FSO with overall security program management and compliance.
    • Review personnel security clearances and periodic reinvestigations using eAPP, DISS, and NBIS.
    • Provide security briefings, debriefings, and awareness training for personnel.
    • Assist FSO with annual security program self-inspection and review of security processes.

    Education and Skills:

    • Three years of payroll and HR experience.
    • Bachelor's degree in HR or business administration preferred.
    • High School Diploma or GED required.
    • Proficient in Microsoft Office Word and Excel.
    • Ability to communicate effectively orally and in writing.
    • Must demonstrate discretion, professionalism, and ability to maintain confidentiality.
    • Knowledge of HR practices, functions, and applicable wage and hour laws, as well as federal, state, and local tax laws.
    • Ability to obtain and maintain Top-Secret security clearance.
    • Willing to accept responsibility, carry out directions in a timely manner, and accept new challenges.

    Desired Qualifications:

    • Experience with Industrial Security compliance.
    • Payroll and HR experience in Government contracting.
    • Payroll Network system experience.
    • Unanet timecard system experience.

    This is a full-time position requiring 40 hours per week at the corporate office.
