    Job Summary/Basic Function:
    Everett Community College has an exciting opportunity for an organizational development professional looking to cultivate a culture of continuous improvement and employee growth that centers student success. The Director of Human Resources - Organizational Development is a newly created position within the Human Resources team that will enhance and lead the College's organizational development and employee support systems. The Director will be an integral leader on a vibrant and collaborative Human Resources team that is committed to excellent service and supporting the College's goal of eliminating completion gaps by 2027.

    PERFORMANCE RESPONSIBILITIES:Organizational Development
    • Designs, plans, and implements professional development and training programs to support employee leadership and professional growth.
    • Perform professional development needs analysis for all employee groups, identifying training gaps and opportunities, as well as interventions to address the same.
    • Support the development and constant process improvement of a comprehensive employee lifecycle program to ensure employees are supported from the onboarding process, throughout their employment, and when they leave the College.
    • Oversee the development and monitoring of tracking system for employee professional development and growth, including annual evaluation processes.
    • Partners with college groups regarding staffing, position description development, department structure, and related personnel issues.
    • Supports managers in developing and implementing effective accountability, performance, and evaluation plans.
    • Coordinate with relevant stakeholders to develop and implement value-added employee engagement programming, including new and established employee recognition events.




    Employee Wellness & Support
    • Develops and leads the College wide Employee Wellness program.
    • Manages workers compensation claims, including coordinating return to work efforts.
    • Chairs the Wellness Team, recruits team members, leads meetings, and ensures activities and events are well-organized, effective, and engaging for all employees.
    • Manages Employee Assistance Program.
    • Recruits and schedules instructors for employee wellness and fitness classes.
    • Works with Health Care Authority/Washington Wellness to promote wellness on campus.
    • Manage Human Resources Workplace Safety functions.
    • Coordinates with Payroll regarding quarterly assessments from Labor and Industries.
    • Conducts or delegates ergonomic evaluations of individual workstations or job tasks.

    Classification & Compensation
    • Makes determinations of appropriate classification and compensation for new or changed positions.
    • Reviews and make determinations regarding reallocation requests.
    • Serves as point of contact for statewide classification studies.
    • Advises administrators regarding job duties, compensation, and scope of employee responsibility

    Human Resources Leadership
    • Collaborates with the Vice President, directors, and staff on the HR team to support the day-to-day operations of the College's human resources functions.
    • Develops human resources policies, procedures, and workflows and oversees their implementation.
    • Works with others to ensure cross-training within the Human Resources Department.
    • Conducts personnel investigations.
    • Ensures compliance with state and federal laws, including Fair Labor Standards Act, Family Medical Leave Act, Americans with Disabilities Act, Uniformed Services Employment and Reemployment Rights Act, Washington Family Care Act, Workers Compensation, etc.
    • Monitors and ensures union contract compliance and advises administration and managers in the interpretation and application of negotiated agreements.

    Personnel Management
    • Supervises assigned personnel.
    • Makes recommendations concerning hires or terminations, as necessary.
    • Evaluates assigned staff, including discipline and annual review processes for administrative, professional, and support staff assigned to areas of responsibility.
    • Recommends and approves staff development for professional and support staff.

    General Duties
    • Manages assigned budgets in compliance with EvCC and State purchasing ethics and regulations.
    • Directs multiple competing priorities and projects with geographically distributed stakeholders.
    • Represents EvCC at assigned community, and College events.
    • Leads, participates in, or coordinates projects, committees or task forces as assigned by the Vice President.
    • Discharges other administrative assignments, as directed by the Vice President.

    Minimum Qualifications:
    • Bachelors degree from an accredited institution
    • Five (5) years progressively responsible administrative experience in Human Resources

    • Demonstrated successful experience in achieving results
    • Demonstrated experience managing budgets



    Preferred Qualifications:
    • Masters degree in organizational development, organizational science, human resources, human development, social sciences, education or a related field
    • Teaching experience
    • Demonstrated experience implementing an employee development program
    • Demonstrated experience leading organizational change initiatives
    • Demonstrated project management skills
    • Demonstrated successful experience supervising and leading others
    • Demonstrated strong customer focus and customer service skills
    • Demonstrated excellent oral and written communication and negotiation skills
    • Proven ability to build relationships with a wide variety of stakeholders
