The Department of Health and Human Services (DHHS) Information Systems and Technology team is seeking an experienced and senior Organizational Change Management (OCM) Manager to lead Enterprise Organizational Change activities within the Department.
This individual will work within the Project and Portfolio Management Office, and as a key part of various DHHS teams working to implement large-scale, complex, integrated business and technical change initiatives.
The OCM Manager will be Prosci-Certified and play a key role in ensuring all OCM initiatives meet objectives on time and on budget by increasing employee adoption and usage. This individual will focus on the people side of change, including changes to business processes, systems and technology, job roles and organization structures. This individual will manage a team of OCM leads, OCM analysts, communications and training analysts and multimedia staff, and provide oversight of all OCM activities within the Department.
The OCM Manager will work with Department leadership to understand their varying OCM needs, work with program and project managers to integrate change management activities into their project plans, lead the development and implementation of all change management strategies, and be responsible for measuring success of all activities. The OCM Manager will work to drive faster adoption, higher ultimate utilization and proficiency with the changes that impact employees. These improvements will increase benefit realization, value creation, ROI and the achievement of results and outcomes.
The OCM Manager will have to work through many others in the organization to succeed. This individual will act as a coach for senior leaders and executives in helping them fulfill the role of change sponsor, and also provide direct support and coaching to all levels of managers as they help their direct reports through transitions.
This individual must have a keen understanding and extensive experience in developing OCM strategy documents, conducting change impact assessments, stakeholder assessments, communication plans, training plans, business process readiness plans, and adoption metrics and reporting plans.
