Job Title: Payroll Clerk Assignment: District Office
Reports to: Business Manager and Superintendent Evaluated by: Business Manager
Position Overview: This position has primary responsibility for assuring accurate and timely processing of
payroll, benefit administration and time and attendance. The individual performs these responsibilities while
efficiently managing daily work pressures. This position requires constant concentration on a volume of work
that must be completed within a limited period of time and hard deadlines. This position responds professionally
and expediently to questions and requests from District employees and “outside customers” by telephone, email
and in person.
1. Essential Job Functions:
a) Receive, record, input and process data required to produce the payroll.
b) Issue timely and accurate pay for all staff.
c) Maintain records of employee information on Payroll program.
d) Maintain records of changes/updates pertaining to pay and positions.
e) Calculate and correspond work schedule calendars for administrators, classified and confidential
employees.
f) Process time and attendance system records.
g) Compile and file all required payroll reports such as quarterly federal and state tax reports, wage and
hour reports, including retirement, insurance & other benefits.
h) Interprets and applies rules, policies, procedures and regulations to assure compliance relative to payroll
and District collective bargaining agreements.
i) Prepare weekly attendance reports as it relates to food service.
j) Prepare spreadsheets/reports as needed for annual audit.
k) Process surveys as needed for various entities.
l) Provide specialized payroll reports as required by Business Manager & Superintendent.
m) Invoice entities for reimbursement of shared payroll costs.
n) Process employee payroll garnishments and make timely payments.
o) Maintain leave accounting & reporting.
p) Provide new employee orientation.
q) Maintain State of Oregon New Hire reporting.
r) Administer and maintain insurance benefits, plans and policies for active employees and retirees; update
information on OEBB website.
s) Ability to work overtime when necessary to complete job tasks under deadline requirements.
2. Other Job Functions:
a) Inform Human Resources, Administrators, Supervisors and Superintendent regarding various procedures
and program requirements for the purpose of providing necessary information for making decisions,
taking appropriate action and/or complying with established fiscal guidelines.
b) Other duties as assigned.
3. Qualifications:
a) Knowledge of:
i. Payroll processing & reporting
ii. Visions accounting software
iii. General computer operations
iv. Keyboarding & 10 key applications
v. Word processing & spreadsheet applications
vi. PERS retirement system and EDX reporting
vii. OEBB insurance system
b) Ability to:
i. Respect confidential information
ii. Maintain harmonious working relationship with coworkers & staff
iii. Maintain excellent attendance
4. Experience:
a) Two years of responsible payroll experience desired.
b) Additional training in accounting and computer technology is desirable.
c) Requires extended use of a computer and keyboard.
d) Skill in the use of Excel, Word and other typical office computer applications.
e) Use of correct grammar in both written and verbal form, use of correct spelling and punctuation and
ability to perform arithmetic calculations.
f) Ability to sit for prolonged periods, work under supervision accurately and with attention to detail,
understand and carry out oral and written instruction.

a) High School diploma or equivalent.
