Payroll Manager is responsible for managing payroll processing operations. Establishes policies and processes that ensure accurate calculation of wages, tax withholdings, and company deductions. Being a Payroll Manager interfaces between finance and human resource departments to provide accurate and useful information. Develops and produces payroll-related statistical reports. Additionally, Payroll Manager ensures accurate and on-time governmental reporting and compliance. Oversees the activities and training of both professionals and support staff.     Salary: $57,783 - $89,301

    Reports to: Deputy Executive Director - Payroll

    Bargaining Unit: NA

    Position Summary:

    The Payroll Project Manager facilitates key initiatives and projects within the Payroll Department. The position will be the liaison working with IT, Human Resources, Finance, Budget, all schools, and various other Central Office departments on the District’s ongoing process improvement and system enhancements to Payroll system through PeopleSoft. The Payroll Project Manager will also be responsible for processing bi-weekly payroll for the District, communicate with and providing customer service to staff, and outside agencies or vendors to meet district needs. The Payroll Project Manager will also be responsible for development, strategy, and coordination of other special projects as needed.

    Minimum Qualifications:

    • Must have a Bachelor’s degree (or higher).

    • Minimum of five (5) years of combined payroll processing and project management experience in a large complex payroll environment.

    • Experience effectively analyzing and communicating key insights from large data sets including development of dashboards and other regular reports

    • Ability to interact with user and technical community to assess needs; developing solutions and/or enhancements.

    • Demonstrated ability to work and communicate effectively with staff and employees.

    Essential Functions:

    Under the direction of the Assistant Director, the Project Manager will:

    • Manage payroll department process improvement initiatives including tracking and reporting monthly key performance indicators.

    • Project manage Payroll, Finance, Information Technology Support Staff and contract vendors to complete PeopleSoft system improvements.

    • Build dashboard reports to analyze and identify potential payroll errors and work with audit to correct issues prior to processing payroll.

    • Conduct bi-annual audit of employee hourly and additional payrates and union agreements to confirm all employees are correctly paid. Work with payroll audit team to submit overpayment letters.

    • Conduct regular audits of employee contributions to retirement, healthcare, and other optional deductions to ensure contributions match enrollment.

    • Support Assistant Director of Payroll to ensure bi-weekly payroll processing including coordination with Treasury department to fund payroll, coordination with HR and IT to complete payroll processing activities to ensure timely and accurate processing of payroll data.

    • Respond to employee questions or concerns.

    • Provide training to Payroll and Audit staff regarding policy and procedure, where required.

    • Recommend improvements, where possible, to manual and technical processes related to Payroll.

    • Communicate effectively with users, management and third-parties.

    • Perform other duties and responsibilities as directed by the Assistant Director.

    Security Clearance:
