Payroll Manager is responsible for managing payroll processing operations. Establishes policies and processes that ensure accurate calculation of wages, tax withholdings, and company deductions. Being a Payroll Manager interfaces between finance and human resource departments to provide accurate and useful information. Develops and produces payroll-related statistical reports. Additionally, Payroll Manager ensures accurate and on-time governmental reporting and compliance. Oversees the activities and training of both professionals and support staff. Directs the resolution of complex issues or errors. Requires a bachelor's degree. Typically reports to a director. The Payroll Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Payroll Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required. - Coordinate with the Human Resources Department to assure proper execution of all payroll related activities including but not limited to start-ups, pay and withholding changes and terminations.
- Oversee the execution of year end transitions of all contractual and non-contractual pay and benefits changes as prescribed by Human Resources and various contractual agreements.
- Maintain the payroll portion of the Financial Systems in regard to vendor updates, training and revisions.
- Supervise the payroll coordinator in the completion of additional pay information (additional hours, docks, etc.) to be included in bi-weekly payroll for all groups of employees, verify said information for accuracy through edit reports (including resolving any discrepancies from the electronic NovaTime hourly employee reporting system with the Building Secretaries and/or Custodial Supervisors) before uploading hourly employee data for processing.
- Process bi-weekly payrolls for all employee groups (including direct deposit uploads, printing checks, distribution to buildings, etc.).
- Remit all appropriate withholdings after processing each payroll, via electronic uploads and distribution of payroll accounts payable checks (403(b), union dues, garnishments, etc.).
- Maintain “Employee Online” (online payroll and W-2 module) once fully implemented.
- Answer questions from a variety of district employees relating to payroll checks, documents and policies.
- Compile and submit all interim reporting to the Illinois Municipal Retirement System of Illinois and annually reconcile the interim reporting to ensure the district has made proper contributions on behalf of employees.

- Assist with the reconciliation and payout terminated and/or resigning employees as needed, including running special payrolls as needed.
- Cooperate and assist with all outside auditors (IMRF, TRS, IDOL, Regular District auditors, etc.) regarding required regulatory compliance audits.
- Enter and update current payroll master data files for all employees including contract salary rates, stipend payments, hourly rates of pay, clubs, overloads etc.
- Create and facilitate annual payroll roll. This includes creation of payroll periods, payroll calendars and fiscal year contract rollovers of all employed staff.
- Research, prepare and file required reports as needed (IMRF, Fund 50, TRS, PCG, etc.).
- Perform such other duties and assume such other responsibilities as the Chief Financial Officer may, from time to time, assign or delegate.

Minimum Qualifications: Associates Degree (focus on business related classes) or High School Graduate with a minimum of 3 years of payroll and/or bookkeeping experience; experience with Word and Excel; ability to work well with public and staff; ability to multitask; good computer skills; good organizational skills. A basic skills test may be required depending on qualifications.
Terms of Employment: Twelve Months
Basic Functions: Under the direction of the Chief Financial Officer perform diversified duties as designated in Major Duties & Responsibilities for the district as Payroll Manager.
