Payroll Manager is responsible for managing payroll processing operations. Establishes policies and processes that ensure accurate calculation of wages, tax withholdings, and company deductions. Being a Payroll Manager interfaces between finance and human resource departments to provide accurate and useful information. Develops and produces payroll-related statistical reports. Additionally, Payroll Manager ensures accurate and on-time governmental reporting and compliance. Oversees the activities and training of both professionals and support staff. JOB SUMMARY:
Serves as a senior level member of the Payroll Team in execution of the payroll process, including review of Kronos time, ADP payroll processing, PTO tracking and tax reporting. Works with Payroll Manager and IS team on Kronos and ADP system upgrades and related testing. Works with Payroll Manager, IS and Human Resources on optimization of Oracle Human Resource system interfaces to ADP. Responds to internal and external reporting requests, including external audit requests and information required to be included on the income tax and excise tax returns.
MAJOR ACCOUNTABILITIES/CRITICAL RESPONSIBILITIES:
1. Management of the outsourced payroll process for both inpatient and outpatient settings, including generation of timely, accurate and compliant weekly and bi-weekly pay including benefits, taxes and garnishments to 5,000 employees consistent with federal and state wage and hour laws.
2. Maintenance of all earning calculations, tax tables, and the payroll information system in compliance with regulatory requirements.
3. Critically review and analyze current payroll, benefits and tax procedures in order to recommend and implement changes leading to best-practice operations.
4. Preparation of ad-hoc and scheduled reporting of payroll information for purposes of audit and/or corporate reporting.
5. Maintain payroll system, working with IT and HR groups as needed. Manage testing of required upgrades as needed.
6. Provide monthly payroll reporting for Accounting team use during the monthly financial statement close process and periodic ad-hoc reporting to various other departments as needed.
7. Preparation of supporting schedules to support the following annual audits: Financial statement audit, various internal audits, workers compensation audit, 403(b) audit and grant audits.
8. Preparation of annual wage reconciliation for certain key executives
QUALIFICATIONS/REQUIREMENTS:
-3 years experience managing a payroll department, including supervisory experience
-Bachelor’s degree or equivalent in Accounting or Finance
-ADP Enterprise and Kronos experience required (ADP Enterprise Version 6 and Kronos Dimensions experience a plus)
-Proficient at MS Office (particularly Excel vlookup and Excel query functionality)
-Payroll and/or time and attendance system installation and conversion experience a plus
-Experience with Oracle ERP system a plus
SKILLS:
- Proficiency in governmental accounting principles and practices
- Strong knowledge of accounts receivable and double-entry bookkeeping
- Familiarity with human resources processes related to payroll
- Experience using ADP or similar payroll software systems
- Ability to accurately calculate wages, deductions, and taxes
- Knowledge of general ledger accounting principles
- Understanding of tax regulations related to payroll processing
- Excellent attention to detail and organizational skills
