OVERALL DESCRIPTION
The Office for People With Developmental Disabilities (OPWDD) provides high-quality, person-centered services, supports and advocacy to approximately 136,000 individuals with developmental disabilities in New York State. OPWDD operates 6 Developmental Disabilities State Operations Offices (DDSOO) throughout the state with each DDSOO being responsible for the direct provision of state-operated services within predefined geographic locations. As a member of the Division of State Operations and under the direction of the Director for the Bureau of State Operations Planning and Quality Improvement, the
Program Operations Specialist 2 will be part of newly developing team to support the Division of State Operations DDSOOs transition to utilizing technological advancements in staff scheduler tools, that that will best meet the agency’s unique scheduling needs. Utilizing new software applications and analytic tools through an E-Scheduler application will be of significant benefit to enhancing staff scheduling at OPWDD. E-Scheduler will provide necessary infrastructure to implement a centralized scheduling system statewide for State Operations’ 6 Regions / 13 Districts and over 10,000 direct support professionals (DSPs)
OVERALL SUMMARY OF DUTIES
The Division of State Operations is seeking a Program Operations Specialist 2 (G-23) to assist with implementation and ongoing operations of an E-Scheduler software. Transitioning to technological health care solutions such as E-Scheduler will fundamentally change how staff scheduling is performed and will impact every aspect of the organization’s operations. The software application alone is not adequate to address the needed procedure and policy changes. Division of State Operations is seeking a dedicated Program Operations Specialists 2 to supervise the E-Scheduler Unity, which includes 5 POS1s (G-18) which will be located in DSDOOs Regions 1 -6). This position will also provide ongoing technical support, training support, and be the Subject Matter Expert to support assigned Regions / Districts. The Program Operations Specialist 2 may also be involved in other similar or related projects, and or supporting special programs based on the operational needs of the Division and the Bureau of Planning and Quality Improvement.
Examples of tasks to be performed by the POS2 includes: Division Lead on E-Scheduler Application, Setting up demonstrations, Interact with vendor; Master Trainer. Primary Project Manager-Oversight of all aspects of E-Scheduler Project in State Operations. Lead SO statewide Implementation -Lead coordination of training events statewide. Standardize workflow processes for staff across the state-Lead Community of Practice meetings and ensure best practices are implemented consistently statewide; Supervise 5 Staff-Provide direction and support to POS1s to further initiative; Coordinate critical function edits necessary for E-Scheduler; Answer technical questions from application users; Develop reports that have to do with E Scheduler Utilization ,Provide summaries with recommendations to division leadership; Develop/Share Reports that relate to Staffing information (Vacancies, Overtime, Staffing Trends); Develop and manage ongoing reports. Work with Division of Administration and sharing data and generating reports that benefit both divisions.
