    General
    Summary
    The Associate Medical Director is accountable for administrative and clinical responsibilities. This role will be split between these two primary duties with a strong emphasis on administrative responsibilities.

    Administrative responsibilities include licensed staff recruitment, retention, supervision, peer review and performance feedback. This position will provide clinical leadership and expertise to operations leadership and will have accountability to work in dyad with our Clinical Supervisor(s) and lead clinicians to achieve strategic, clinical and operational objectives.

    The Associate Medical Director is responsible for collaborating with the Director of Affiliate Quality and Compliance in managing the affiliate’s clinical quality improvement program in accordance with established accreditation, quality, and regulatory standards. Specifically, this position is responsible for objectively and systematically monitoring and ensuring affiliate compliance with standards of quality patient care, PPFA accreditation standards, applicable state licensing requirements, infection prevention, and other applicable federal/state regulations.

    Centered in the intersection of equity, social justice and public health, the Associate Medical Director will partner with Patient Services and Equity & Culture to develop and implement health equity projects across the organization that improve outcomes, reduce disparities, and reduce unconscious bias. They will execute on and support projects that close health equity gaps, improve patient experience and overall systems of care for BIPOC, LGBTQ and other patients who historically and currently experience disparities in care and health outcomes. This role will serve as a support system of health equity for the organization, ensuring health equity is at the center of PPSO’s services delivery. The Associate Medical Director will work with PPSO leadership and patient services staff, both leadership and at health centers to identify and address long-standing systemic health and social inequities that affect PPSO’s patients and interventions to reduce these inequities.

    The Associate Medical Director also provides direct patient care, observes and monitors clinical activities in all health centers, and provides recommendations to ensure each provider, clinician, and health center meets their patient care objectives while maintaining excellent customer service and patient care. Clinical responsibilities include providing an efficient and sensitive full range of sexual and reproductive health care to the well patient, problem focused visits, and medication abortions The Associate Medical Director will provide services in line with the PPSO’s expanding scope of services, to include GAHT services and increasing levels of primary care to male and female bodied patients. A high degree of complexity is involved. The Associate Medical Director operates from established, evidence-based procedures and protocols and will frequently need to make independent decisions.

    Essential
    Duties and Responsibilities
    Clinic Operation & Services
    • Direct supervision of Clinical Supervisor
    • Involved with recruitment and hiring of licensed staff members.
    • Accountable for orienting, onboarding, privileging new licensed staff members in dyad with the Clinician Supervisor
    • Accountable for PPFA mandated clinical audits and providing timely feedback and mentoring.
    • Collaborate with the Medical Director to conduct clinical investigation of adverse events to include root cause analysis, remediation, risk management and appropriate reporting and tracking.
    • Collaborate with regional management to conduct monthly reviews with licensed staff members as well as annual performance reviews and skills checks.
    • Assist the Medical Director in quality assurance activities, audits and compliance as assigned.
    • Monitor licensed staff adherence to PPFA Medical Standards and Guidelines.
    • Responsible, along with Medical Director, for specific clinical PPFA accreditation elements of performance.
    • Quality metrics monitoring and systems improvement to continuously improve.
    • In collaboration with the Medical Director, expand clinical scope and establish new clinical programs to better achieve the Triple Aim(enhancing patient experience, improving population health, and reducing costs) and improving the work life of health care providers.
    • Consult with Patient Services Director, Director of Education and Learning, and clinical trainers to assure that HCA training, competency and continuous assessment are up to the highest clinical standard.
    • Accept individual and joint responsibility for clinic efforts to comply with all organizational quality assurance guidelines and pertinent government regulations including OSHA, CLIA and HIPM.
    • Perform basic laboratory functions (CLIA - moderate complexity).
    • Work cooperatively with staff, Medical Director, and administration. Work within the policies and procedures of Planned Parenthood as approved by the Medical Director.
    • Commitment to the mission, goals and philosophy of Planned Parenthood of Southwestern Oregon.
    • Commitment to addressing the impact of racism and other oppressions on sexual health.

    Quality and Compliance
    • Work in dyad with PPSO Director of Affiliate Quality and Compliance to provide clinical expertise for compliance activities and to manage clinical safety, infection prevention and the maintenance of the environment of care and compliance with PPFA, OSHA, CLIA, and State procedures, policies, and regulations.
    • In consultation with PPFA and Medical Director, develops protocols for new medical services.
    • Ensures PPSO is compliant with oversight bodies such as the Board of Nursing, Board of Pharmacy, PPFA, CDC, Medicare/Medicaid and Title X.
    • Develops and ensures PPSO protocols, medical forms, patient education materials and related manuals and documents are compliant with current PPFA, Title X, and other regulatory or funding program requirements.
    • Works with department and other PPSO staff and consultants to maintain best practices including EHR, lab, pharmacy, and related medical standards.
    • Responsible for participation, submission, and passing scores in proficiency testing, either directly or by delegation.
    • Ensures pharmacy practices including medication dispensing practices are compliant with all related regulations at all health centers.
    • Collaborates with appropriate staff in Patient Services, Finance and Operations to ensure the medication formulary is up to date, cost effective and meets the needs of PPSO patients.
    • Responsible for monitoring, reporting, and follow up of incident reports and adverse events.
    • Collaborates with the Director of Quality and Compliance to maintain policies, coordinate investigation of problems and implement best practices to ensure safe and effective clinical practices.
    • Coordinates with Human Resources department to ensure licenses, credentialing, immunizations, and other required documentation is accurate and up to date.

    Staff Management
    • Collaborates with center operations and management staff to ensure PPSO time management expectations and compliance standards are maintained.
    • Ensures appropriate orientation and training of all providers; provides direct training to newly hired registered nurses and clinicians as needed.
    • Develops and implements training and improvements to clinical practice based on audit results and other available quality assessment tools.
    • Provides leadership, oversight and direction to the patient care training of non-licensed staff.

    Leadership and Management
    • In conjunction with the Medical Director, provides leadership, oversight and direction to the Patient Services program, including direct supervision of one or more staff.
    • In conjunction with health center managers and the People and Culture department, participates in the active recruitment and retention of advanced practice clinicians and registered nurses.
    • Participates in department and agency-wide strategic planning teams regarding clinical staff, medical programs; participates in the annual budget process.
    • Collaborate with Patient Services management team to determine strategic, fiscal, and service-related goals including pilot programs; participate in strategic planning, goal setting, budget process, and coordination of services for the Department.
    • Collaborates with appropriate staff to ensure accuracy of medical information on PPSO website.
    • Participates in updating and maintaining a reference manual listing of medical consultants who are willing to care for clients referred from the PPSO health centers.
    • In partnership with the Medical Director, serves as a PPSO medical liaison with outside agencies.
    • Attends Planned Parenthood national and regional medical conferences, as approved and appropriate.

    Supervisory

    Job includes clinical supervisory responsibilities of APCs, RNs, case management team (CMT), and those licensed for all affiliate locations. This includes, but is not limited to, collaboration with the Health Center Managers and the Patient Services Director in recommendations and approval regarding hiring, termination, pay changes and job changes.

    Minimum
    Education and/or Experience
    Position requires current State of Oregon licensure as a family nurse practitioner, Certified Nurse Midwife, and/or Physician's Assistant. Minimum 10 years clinical experience treating patients assigned female and male at birth in the areas of reproductive health, including contraception, family planning, STI screening, and some limited primary care. Must have 10 years minimum experience healthcare and clinical practice directing and managing the quality of clinical staff and medical programs.
    • Ability to read, analyze, and interpret common technical journals, medical reports, and legal documents.
    • Ability to respond to common inquiries or complaints from patients, regulatory agencies, or members of the medical community.
    • Requires advanced ability to read, write, speak and understand English.
    • Work requires continuously using problem analysis, decision making, independent judgment, the use of discretion, creativity, mentoring, counseling, teamwork, interpersonal skills, presentation skills, and evaluation skills.
    • Professional nursing skills including an advanced skill in charting efficiencies and requirements is necessary.

    Travel
    Requirements
    This position requires travel between different PPSO health centers on an as-needed basis. Travel to health centers that are not the employee’s primary location will be reimbursed in accordance with PPSO’s travel policies.
