POSITION DESCRIPTION: Administers the development and amendment of Metropolitan Planning Organization (MPO) functions that are required by Florida Department of Transportation (FDOT), Federal Highway Administration (FHWA) and Federal Transit Administration (FTA). This includes, but is not limited to, the Unified Planning Work Program (UPWP), Long Range Transportation Plan (LRTP), Transportation Improvement Program (TIP), Project Priority Lists (PPLs), Congestion Management Process Plans (CMPP) and the Public Participation Plan (PPP). Directs the annual certification of the MPO planning process. Coordinate with Central Office, FHWA and FTA as required for these MPO functions. Serves as the District lead on the quadrennial FHWA certification for the Capital Region Transportation Planning Agency (CRTPA).
Represents the Department at the MPO Citizen Advisory Committee (CAC) meetings and Technical Coordinating Committee (TCC) meetings. Serves as the point of contact for issues deriving from CAC and TCC meetings. Assists the Urban Manager at the MPO Board meetings. Coordinates with appropriate Department staff to ensure questions and concerns from the MPO and its subcommittees are provided an appropriate and timely response. Participates in all necessary MPO ad-hoc committees and working groups for development of required process or documents. Attend pertinent public meetings, workshops and public hearings held by the Department, MPO and local governments. Serves as the lead on Local Government inquiries/requests and works with appropriate District and Field Office staff to provide responses. Provide updates on MPO and Local Government activities to District Management as requested.
Administers the Consolidated Planning Grant (CPG) agreement and any necessary amendments for the MPOs. Includes the creation of the CPG and all necessary financial activities required to execute the CPG. Monitor the MPO progress reports to determine sufficient level of effort for approval of invoices. Approve and process MPO invoices for payment. Administer any additional agreements required by the MPO to complete the planning functions identified in their UPWP. Coordinate with both Central Office and District Work Program Offices to ensure correct funding is programmed in support of the MPO's UPWPs. Serves as initial point of contact for Work Program development issues in the CRTPA and Bay Transportation Planning Organization (TPO) regions. Works with D3 Fiscal and the Office of Comptroller to resolve any invoicing issues.
Participates in statewide activities related to the administration of MPO functions. Coordinate all relevant MPO policy and procedure information with the Intermodal Systems Development offices. Serves as the initial point of contact for all Census impacts, functional class updates and roadway transfers for the CRTPA and Bay TPO regions.
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of the Metropolitan Planning Organization (MPO) process. Knowledge of the Florida Department of Transportation (FDOT) Planning process. Skilled in the use of personal computers, with specific emphasis on e-mail, word processing and spreadsheets. Skilled in collaborating with others, both internal and external to the Department, to achieve shared goals while maintaining a positive working relationship. Knowledge of project and contract administration required for development, budgeting, and invoice processing. Ability to communicate effectively and represent the Department at public meetings. Ability to determine work priorities and handle multiple tasks while considering production schedules and due dates. Ability to be pro-active and work independently as well as part of a team.
MINIMUM QUALIFICATIONS: A bachelor's degree from an accredited college or university. Professional or nonprofessional experience can substitute on a year for year basis for the required college education.
