    PROJECT OVERVIEW:

    Under the general direction of the Supervisor – Plant Accounting, is responsible for performing various non-routine professional accounting functions (financial and regulatory), including the preparation of internal and external reporting; accounting research and analysis; decommissioning accounting; contract accounting; lease accounting; maintenance of the Company's Oracle / PowerPlan Asset Management and Project Management systems, ensuring proper records maintenance and proper application of generally accepted accounting principles and regulatory accounting principles of the company which includes implementation of new FASBs, SEC guidelines, various jurisdictional rate orders, and new FERC orders.

    EDUCATION:

    • Bachelor's Degree from an accredited college or university in Accounting or equivalent experience. Minimum of 30 hours of accounting courses.
    • Certified Public Accountant preferred.

    EXPERIENCE:
    5-7 years of experience

    KEY JOB RESPONSIBILITIES:

    MINIMUM KNOWLEDGE, SKILLS & ABILITIES:

    1. Experience with increasing responsibility as a professional accountant or similar capacity, preferably with a utility company. A graduate degree may apply in lieu of one year of experience.
    2. Works with generally accepted accounting principles; FERC, SEC, and State Commission accounting procedures and reporting practices; and accounting control procedures.
    3. Assists in the preparation of financial reports and statements; and effectively researches, analyzes, and interprets accounting pronouncements, exposure drafts, and regulatory rules and regulations (SEC, State Commissions, FERC, etc.).
    4. Knowledge of basic accounting systems required; PC skills essential with experience in Excel, Microsoft Access, and Microsoft Word preferred.
    5. Effective verbal and written communication skills.
    6. Ability to maintain effective working relationships with officers, managers, fellow employees, and the general public.
    7. Ability to maintain a strong sense of propriety concerning confidential matters.

    ESSENTIAL JOB FUNCTIONS:

    1. Performs or supervises the professional plant accounting and reporting functions.
    2. Plans and assists in providing continuous training to lower-level staff members in all accounting aspects of section activities.
    3. Plans and provides technical direction of the plant accounting portions of the Securities and Exchange Commission filings (10-Q, 10-K, S-3, Form 8-K, Press Releases, etc.), quarterly and annual stockholder reports, FERC Form 1 and FERC Form 3.
    4. Plans, supervises, assists, and provides technical direction in the preparation of the internal reports of the company, such as the Plant Accounting Report and other recurring and ad-hoc reports as assigned by the supervisor.
    5. Review and supervise or assist in the closing process of the Oracle and PowerPlan Asset Management and Project Management systems.
    6. Works with GAAP (implementing new FASBs and SEC Guidelines), the FERC Regulations and Uniform System of Accounts, new FERC orders, final orders issued by regulatory commissions; and Company accounting systems and procedures with respect to the maintenance of the PowerPlan Asset Management and Project Management systems and related accounting records in compliance with Company policies and procedures to ensure compliance with Sarbanes-Oxley Act.
    7. Reviews and provides assistance with the operating account bank reconciliation and to all involved account receipts cycle personnel.
    8. Assists in the preparation of accounting schedules included in the rate filing for the Texas, FERC, and New Mexico jurisdictions, including the review of rate filing requirements and assuring adherence to regulatory accounting principles.
    9. Assists in the preparation of other regulatory areas such as testimony, interrogatories cross, examination questions, review of orders, etc.
    10. Prepares work papers and other information provided to the outside audit firm for their quarterly reviews, annual audits, Sarbanes-Oxley Act compliance review, and various consulting activities.
    11. Review accounting pronouncements, regulations, and other professional publications in order to remain knowledgeable about accounting and regulatory and financial reporting for the company.
    12. Assist in the preparation of the work papers and other information provided to FERC auditors during the audit process.
    13. Provides the manager with assistance in performing various administrative responsibilities of the section (i.e., budget development and analysis).
    14. Assists in accounting for the company's decommissioning accounting, including compliance with ASC 410 "Accounting for Asset Retirement Obligations" and ASC 410-20 "Accounting for Conditional Asset Retirement Obligations," preparation of monthly journal entries, funding the decommissioning trust accounts, preparation of the decommissioning budget, and coordination with investment firms and trustee responsible for the funds.   
    15. Assist in the development of policies and procedures to maintain and improve internal controls, including plans to document internal controls under COSO principles.
    16. Complies with all applicable company policies, procedures, and codes of ethics, as well as all applicable governmental laws and regulations, including employment, safety, and environmental standards and regulations.
    17. Perform other related tasks that are not included but are within the context of the duties defined.

    WORK ENVIRONMENT:

    1. The incumbents in this classification are not substantially exposed to adverse environmental conditions; the primary work environment is typically of an office or administrative nature.
    2. May work non-standard hours.
    3. May require travel to Company work sites.
    4. May require out of town travel.
