PRINCIPAL ASSISTANT INSPECTOR GENERAL FOR ADMINISTRATIVE INVESTIGATIONS

    • Coordinates policy planning and execution with other Federal, Service, Combatant Command, and Defense Agency and Field Activity Inspector Generals (IGs).
    • Testifies before congressional committees as primary and backup to DoD witnesses on controversial investigations, investigative policy and proposed legislation.
    • Supports the DIG-AI for all functions of the office including: planning, formulation and execution of policies, objectives, budget and goals.
    • Participates in the DoD OIG strategic and oversight planning processes.
    • Plans for the acquisition, use, and sustainment of information management systems in support of administrative investigations, in coordination with other DoD OIG stakeholders.
    • Assists in analyzing trends to identify patterns, deficiencies, or weaknesses which may warrant audit, evaluation, or investigative coverage; and provides feedback and training to strengthen investigative capabilities.
    • Monitors and reviews IG administrative investigations conducted by DoD components to ensure investigations meet standards established by the Council of Inspectors General on Integrity and Efficiency
    • Assists in determining investigative merit and jurisdiction for all hotline complaints, complaints of reprisal, and allegations against senior officials received by the DoD Hotline.
    • Exercises direction and control over the DoD Hotline, Whistleblower Reprisal Investigations, Investigations of Senior Officials Directorates, and provides direction and leadership to the Administrative Investigations support staff.
    • Directs the preparation of correspondence and executive summaries of investigative activities to convey information on investigative findings and reviews to the DIG-AI, DoD IG, the Secretary of Defense, Congress and other Government agencies
    • Assists in reporting significant investigative findings through the DoD IG to the Secretary of Defense, Service Secretaries, or Heads of DoD Agencies
    • Assists in developing strategic planning and long-term goals in support of the DoD OIG mission. The incumbent ensures continuing affirmative application of DoD policies concerning equal employment opportunity.

    • Position has been designated as Special Sensitive; incumbent is required to be eligible (and maintain eligibility) for a Top Secret with Special Compartmented Information (TS/SCI).

    • All newly appointed career SES leaders must sign the Reassignment Rights and Obligations Agreement as a condition of appointment into the SES in accordance with DoD Directive 1403.03.

    Qualifications

    Qualifications include both leadership skills and characteristics that are applicable to all SES positions and technical or program responsibilities specific to the position.

    Eligibility for this position will be based upon a clear showing that the applicant has had experience of the scope and quality sufficient to effectively carry out the responsibilities of this position. The best qualified candidates will be distinguished from other applicants by an evaluation panel of subject matter experts referencing the blow listed Executive Core Qualifications (ECQs) and mandatory technical qualifications (MTQs). All factors are mandatory unless stated otherwise. These factors are required, and must be addressed for the incumbent to perform the duties of the position. The mandatory technical qualifications must be met to be rated eligible for the position.

    This position has been evaluated to be a Tier B position under the DoD OIG SES Personnel Management and Compensation System.

    MANDATORY TECHNICAL QUALIFICATIONS (MTQs):
    The applicant is to provide a separate narrative statement to each of the following technical qualifications which describes fully, but concisely, how his/her experience supports each of the following qualifications. Each mandatory technical qualification narrative should not exceed 2 pages. Failure to address these specific qualifications in a separate narrative statement will eliminate you from consideration:

    1. Expert knowledge and experience performing administrative investigations, investigative procedures and techniques, and practices needed to interpret and apply CIGIE Quality Standards for Investigations to ensure that the quality of work is meaningful and meets standards.

    2. Demonstrated enterprise-wide perspective with expert knowledge and understanding of financial and human capital management goals, leading the strategic approach to budgetary planning and acquisition of human capital resources for a medium sized organization using proficient communication to collaborate with leadership at all levels of an organization.


    EXECUTIVE CORE QUALIFICATIONS (ECQs):
    The ECQs describe the leadership skills needed to succeed in the Senior Executive Service, and are in addition to the specific technical factors listed above. To assess the executive experience of each candidate, applicants who are applying for their initial career appointment in the SES must demonstrate, with specific examples, how their experience is relevant to exercising leadership in each of the five competencies. Current or former SES Career employees are not required to address the ECQs (SES Career employees include only those appointed under Title 5 U.S.C. 3393). A concise executive summary must show where and when the qualifications were obtained, the organizational setting in which the experience was acquired, (e.g. organizational size, level, and assigned fiscal resources), and a narrative discussion of the qualifications. The ECQs must not exceed 10 pages.

    1. LEADING CHANGE. The ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

    2. LEADING PEOPLE. The ability to lead people toward meeting the organization's vision, mission and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

    3. RESULTS DRIVEN. The ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

    4. BUSINESS ACUMEN. The ability to manage human, financial, and information resources strategically.

    5. BUILDING COALITIONS/COMMUNICATION. The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
