Manages day-to-day activities in the Program Management Office (PMO) to ensure IT programs and projects meet organization goals and requirements. Being a PMO Manager typically reports to a head of a unit/department. Requires a bachelor's degree. The PMO Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. Extensive knowledge of department processes.     Overview

    East Penn is currently seeking a Project Manager who will manage assigned projects to ensure deliverables fall within the applicable scope and follow East Penn best practices. Project management responsibilities include the coordination and completion of projects on time within budget and within scope. Oversee all aspects of projects; set deadlines, assign roles and responsibilities, and monitor and summarize progress of project. Prepare reports for Project Steering Committee/Stakeholders regarding status of project. The Project Manager will coordinate with other departments to ensure all aspects of each project are compatible and will assemble resources to fulfill project needs.

    Responsibilities

    • Lead assigned projects to completion utilizing appropriate planning tools and effective organizational project management processes
    • Collaborate with Project Steering Committee/Stakeholders to define project scope and requirements ensuring project meets business needs
    • Develop detailed project plan and schedule, refining as needed, to ensure projects are delivered on time, within scope, and produce desired results
    • Uncover project risks and define a strategy to address
    • Manage project evaluation and dissemination activities
    • Establish resource requirements and coordinate project resources (internal and consultants)
    • Cultivate a productive environment by communicating project goals and objectives, team members’ roles and responsibilities, and clarifying process
    • Facilitate regular team meetings
    • Ensure effective hand-offs between team members
    •  Record and manage scope changes and monitor progress to the plan
    • Identify and remove roadblocks by providing feedback, encouragement, and advice
    • Escalate appropriate issues for resolution
    • Liaise with the Project Steering Committee/Stakeholders by providing regular progress reports
    • Develop a deep knowledge of East Penn Project Management processes and tools
    • Support Division/Operation Project Managers and teams with expertise, coaching, and training
    • Research and share knowledge of emerging topics, tools, and best practices
    • Foster an environment of continuous improvement and learning across Divisions and Departments
    • Seek to develop and/or update East Penn’s PM processes and tools
    • Assist in the maintenance of active project lists which meet select criteria for EPM
    • Assist in monitoring the status of key projects
    • Work in partnership with Division/Operation department heads, sponsors and steering teams to support projects for successful delivery
    • Other duties as required

    Qualifications

    • 5-7 years of work experience with at least 1-2 years of experience with the planning, management and delivery of successful programs and projects.

    Preferred:

    • Project Management Professional (PMP) certification
    • Advanced degree/MBA
    • Proficient in MS Project
    • Proficient in Project & Portfolio Management tools (e.g.: Planview, PowerSteering, etc.)
