Typically requires a high school diploma or its equivalent. Additionally, Police Records Clerk typically reports to police sergeant or police lieutenant. The Police Records Clerk possesses a moderate understanding of general aspects of the job. Works under the close direction of senior personnel in the functional area.     Must be 18 Years of Age and high school graduate or GED or equivalent years of education, experience and/or training.  Two years of public safety or emergency management experience with a police department. Requires a TCOLE Intermediate.  Must currently be certified Field Training Officer or be willing to attain this certificate within one year of assignment.

     

    Job Summary:

    To provide rapid response to law enforcement agencies or any other emergency needs and give directions, information, or other aid. A Lead Telecommunicator is "a person acknowledged by the Commission (TCOLE) and employed by or serving a law enforcement agency that performs law enforcement services on a 24-hour basis who receives, processes, and transmits public safety information and criminal justice data for the agency by using a base radio station on a public safety frequency regulated by the Federal Communications Commission or by another method of communication.”

    Specific Job Duties:

    • Serves as Field Training Officer and orients new employees in departmental policies, procedures, and regulations.
    • Coordinates new employee training needs with the assistance of the Telecommunications, Manager.
    • Operates enhanced 911 telephone system with multi -screen controls; answers emergency and nonemergency calls for service; determines location and nature of call; provides emergency instruction.
    • Receives and transmits law enforcement and security personnel emergency and nonemergency information through a public safety radio communications system to promote proper police and/or security response.
    • Enters all pertinent data concerning calls for service, officer assignment, and patrol activity into a Computer Aided Dispatch (CAD) system and/or the national, state, and local criminal databases.
    • Coordinates resources to support police personnel engaged in emergency situations.
    • Monitors the locations and activities of police and security personnel throughout a tour of duty.
    • Enters all pertinent data concerning call for service, officer assignment, and patrol activity into a Computer Aided Dispatch (CAD) system and/or the national, state, and local criminal databases.
    • Secures confidential, privileged, and sensitive Law Enforcement information in accordance with the appropriate statutes and/or governmental policies and procedures.
    • Complies with the mandated use, operation, and management of the TLETS, JMS, and OLO database systems.
    • Monitors and initiates alerts 
    • Trains police and civilian personnel on various telecommunications topics.
    • Schedules staff work, shifts, and approves their timecards.
    • Provides guidance and support to Police Telecommunicator personnel.
    • Responsible for documenting Telecommunicator's performance and providing Communications Manager feedback for annual evaluations.

    Knowledge/Skills/Abilities:

    • Ability to work as part of a cohesive team consisting of disparate personalities, levels of experience, and skill.
    • Knowledge of NCIC/TCIC standards and regulations.
    • Ability to provide information in a manner that is 911 Communications.
    • Ability to multitask.
    • Excellent attention to detail and prioritization and decision-making skills.
    • Ability to control emotions in a high stress environment.
    • Ability for instant and accurate recall of information to be recorded, relayed, or disseminated.
    • Ability to create an environment which is conducive to gathering information from highly emotional callers.
    • Knowledge of computers and job-related software programs.
    • Excellent typing skills
    • Ability to compose correspondence.
    • Ability to evaluate performance and progress of trainees compared to standards to assess the need for remediation or additional training.

    • Organizational skills

    Work Environment/Equipment:

    Office environment within an active police communications center.  Must be able to operate standard office equipment, as well as,  radios, monitor screens, and alarms.

    Work Schedule:

    UTMB Police Communications Center is a 24/7 operation.  Must be willing to work assigned shift, which may include dayshift, or overnight midnight shift.  May be required to work during adverse weather conditions, which may include hurricane situations.

    Physical capabilities:

    Duties involve sitting for long periods of time and ability to speak and hear well.  

    Salary Range:

    $46,400 annually to $65,000 annually.
