  • Advanced Systems Design is seeking a Project Change Manager for our client located in Montgomery, AL.

    This position is onsite in Montgomery, AL and requires in-person availability starting day 1. 

    Job Overview:

    • Our client is preparing for a major transition from a monolithic Medicaid Management Information System (MMIS) with 14 different business functions operated by a single vendor to an interoperable, modular system based on a Service Oriented Architecture (SOA) operated by multiple vendors.
    • This multi-year “Modularity” project will include working with multiple vendors, as well as working with multiple change management pathways.
    • A diverse set of module vendors will provide design, development, and implementation (DDI) engagement to fulfill the specifications outlined in various proposals and statements of work.
    • Each module has a team dedicated to managing the DDI phase.
    • The Change Manager will facilitate changes to the production MMIS environment.
    • During the modularity project and on a specific timeline, each module vendor’s solution will replace a component of the current legacy MMIS. “production” MMIS environment will change significantly with the replacement of each module.
    • Changes to the production MMIS environment will require diligent coordination, monitoring, and communication. The vendors may use a variety of development methodologies to include Agile, Waterfall, Feature Driven Development (FDD), Rapid Application Development (RAD) or a Hybrid approach.
    • The Change Manager is expected to manage the change control processes associated with the various vendors and client subject matter experts. The client has created an Enterprise Change Management (ECM) process with several checks and balances, including Boards with specific authority.
    • The Change Manager will interact with department leads at the front end of a change request.
    • The change manager will stay involved with the department leads as project sizing information is provided.
    • The change manager will stay engaged with the department leads when change is ultimately put in front of the approval committee.
    • The Change Manager facilitates the change process when it involves more than one module or platform.
    • The Change Manager has almost no process control enforcement authority over vendors but will be responsible for administrative activities associated with reporting to the Executive Change Control Board (ECCB) and Change Authority Board (CAB).
    • The expectation is that approved RFCs come in on time and within budget.
    • Our client is seeking an experienced Change Manager as a member of the MES team to oversee and facilitate the change control program as we transition from a single-vendor MMIS to a multi-vendor Enterprise System.
    • The person is expected to be self-motivated, organized, and dependable.

    Required Qualifications:

    •  5 – 7 Years of experience as a Change Manager
    • Expert MS Project skills and experience managing multiple projects simultaneously
    • Expert/Advanced knowledge of all Microsoft Office products including Office 365, Teams, and SharePoint
    • Ability to ensure all enterprise changes are managed in a controlled manner
    • Must Demonstrate aptitude to manage processes for enterprise change control program
    • Capability to direct Request for Changes (RFC) that follow established procedures to minimize disruption to the operational integrity of Medicaid Enterprise System (MES)
    • Ability to review change request submissions for completeness including risk impact/likelihood, timing, implementation plan, validation plan, back out plan, resourcing, and calendar review
    • Capability to ensure RFCs brought before the Change Advisory Board (CAB) are complete and ready for discussion and review
    • Ability to represent the CAB Chairperson to schedule CAB meetings, prepare agendas, facilitate reporting, and document follow-up actions
    • Attitude to coordinate with each impacted module vendor to ensure all relevant information is documented (sizing, timing, pricing, etc.)
    • Ability to update the RFC for final review by the CAB
    • Creates the overall implementation plan for RFC and, on behalf of the Chairperson, sends RFC package to the Enterprise Change Control Board (ECCB) for review and final decision to either proceed with (completely or partially) or decline the RFC
    • Ensure all the principals (or their named delegate) associated with the RFC attend the Enterprise Change Control Board (ECCB) meeting
    • Manages post-implementation reviews and reporting
    • Updates RFC’s to APPROVED, REJECTED and/or CLOSED

    Preferred Qualifications:

    • 2 – 3 years of experience managing changes involving multiple contractors
    • Experience with the ServiceNow ITSM module
    • Strong interpersonal skills and team building expertise
    • Excellent verbal and written communication skills
    • Ability to work independently with minimal direction from State or other team members
    • Ability to work under pressure / to a deadline
    • Ability to work in team-oriented environment
    • Strong analytical and critical thinking skills
    • Detailed oriented and highly organized
    • Exceptional reporting skills
    • Ability to create/update project schedules for complex RFCs that require an integrated schedule for coordination across modules and progress monitoring to prevent schedule slippage
    • Demonstrates professional interaction with a diverse group of executives, directors, managers, and subject matter experts
    • Written and verbal skills to effectively relay information to diverse audience of receivers.
    • Experience documenting lessons learned, and program updates associated with an Enterprise Change Management processes
    • Ability to facilitate design sessions once the CAB releases RFC to impacted module vendors

    Education:

    • ITIL Foundation Certification
    • Project Management Institute (PMI) Project Management Professional (PMP) Certification or equivalent
