Power Plant Operations Manager manages and oversees the daily operations of a power generation plant. Monitors operations for efficiency and safety ensuring that all applicable regulatory requirements are followed. Being a Power Plant Operations Manager directs the implementation of preventative maintenance, emergency and operational plans and procedures. Ensures all applicable regulatory requirements are and safety protocols are followed. Additionally, Power Plant Operations Manager resolves problems and manages resources. May require a bachelor's degree or equivalent. Typically reports to a director. The Power Plant Operations Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Power Plant Operations Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.   • Rare Element Resources, Inc. (“RER”) is a publicly traded mineral resource company with rare earth mineral interests within the Bear Lodge Project, in northeast Wyoming. RER is currently developing a rare earth processing and separation demonstration plant, with its strategic partner, General Atomics, an affiliate of the Company’s majority shareholder. The demonstration plant, located in Upton, Wyoming, will process already stockpiled material from the Bear Lodge Project utilizing the Company’s proprietary technology. The $44 million demonstration project is being completed under a 50% cost-share cooperative agreement with the U.S. Department of Energy (DOE).

    RER, along with its project partners, is currently constructing the demonstration plant, with planned operations to commence in mid-2024. The Plant Manager position will assist with the site transition from construction to plant operations and serve as the onsite manager throughout operations and decommissioning, with a total tenure expected to commence in March/April 2024, and continue for an estimated 18-to-24-month period.

    Responsibilities

    The Demonstration Plant Manager will be responsible for the demonstration plant operations oversight and management including

    • overseeing of all safety and health standards,
    • providing operational inputs to the construction process,
    • ensuring adherence to all applicable local, state, and federal environmental, permitting, and licensing requirements; including interfaces with key regulatory agency staff ,
    • oversight of all subordinate staff/contractors in directing all activities for processing and separation operations and technical oversight of improvement projects to achieve objectives,
    • advising and consulting with project partners to optimize throughput rates and recoveries and minimize unplanned downtime,
    • serving as a technical resource by developing/reviewing suggested process improvements, providing technical guidance and overseeing operations personnel,
    • problem solving existing and new processes in the areas of procedures, methods, people and/or equipment
    • ensuring plans, activities, and timelines are adhered to,
    • ensuring a timely and proper maintenance program is planned and undertaken for all equipment and operations, and
    • developing and leading a performance-based operations team that maximizes the productivity of people, equipment, and materials ensuring compliance to internal and external requirements.

    Preferred Qualifications

    • Experience: The ideal candidate will have at least 15 years of experience in engineering, operations, maintenance, or other industrial management, with at least 8 years of experience in leading, managing and developing people. The ideal candidate will have a strong background in chemical processing and overseeing project outcomes.
    • Education: Bachelor’s degree in engineering or science or higher.

    • Weekends as needed
