POSITION TITLE: WASTEWATER TREATMENT PLANT OPERATOR “A”
OPERATIONS DEPARTMENT
WASTE WATER DIVISION
PURPOSE OF CLASSIFICATION
The purpose of this classification is to perform skilled/technical work involving the operation and maintenance of a
wastewater treatment plant according to local, state and federal regulations and laws. An employee in this
classification must have the technical knowledge and independent judgment to make treatment process adjustments and
perform maintenance to plant equipment, machinery and related control apparatus in accordance with established
standards and procedures. Position reports to the Division Manager of Water/Wastewater Operations.
ESSENTIAL FUNCTIONS
The following duties are normal for this position. The omission of specific statements of the duties does not
exclude them from the classification if the work is similar, related, or a logical assignment for this classification.
Other duties may be required and assigned.
Monitors, reads and calculates the flow of sewage through the plant by meters, gauges and usual inspection; operates
pumps and valves to regulate flow and adjust chemical feeding according to established standards.
Evaluate process control, create and understand trends for process adjustments. Including but not limited to
Nitrification, De-Nitrification, and Phosphorus removal. Floc formation and filament control with the aid of
microscopic evaluation and trending.
A general understanding of Oxidation Reduction Potential (ORP) and Dissolved Oxygen (DO) meters as an aid in
Nitrification and De-Nitrification, also the use of standardized Hach equipment used for process control analysis.
Knowledge and understanding of testing procedures for MLSS and MLVSS concentrations from aeration zones to
RAS and WAS.
Assist Supervision and Management with budget preparation and cost control, including process optimization with
chemical use and bio-solids removal.
Assist Engineering and Operations by reviewing plans and specifications to provide input with WWTP upgrades, plant
expansions, and / or improvements.
Collects samples and makes routine chemical and physical tests while monitoring for changing conditions and chemical
feed requirements
Logs test results, meter and feed readings, flow rates, maintenance and other data; prepares daily and periodic
reports on plant operations.
Inspects pumps, motors, chemical feeders, level controls and other equipment to ensure proper operations; makes
adjustments and emergency repairs as needed; works closely with maintenance and technical personnel to correct
equipment problems.
Performs routine plant cleaning and maintenance such as backwashing filters; cleaning lines; hosing filters and
basins; disposing of bio-solids; cleaning sludge beds; painting structures, equipment and piping; performs minor
carpentry and electrical work.
Loads, unloads and stores materials and supplies; including the storage and transfer of chlorine and other hazardous
materials; mixes, dilutes and distributes chemicals used in plant processes.
May answer phone calls from customers regarding service problems and questions; may serve as central
communications, taking and relaying information to and from department personnel on emergency needs and
services.
Participates in skills and safety training programs; learns and implements safety rules, regulations and emergency
procedures.
Reports equipment malfunctions to supervisor and assists with repairs.
Maintains plant records; enters data into PC; compiles and submits operational reports required by local, state and
federal agencies.
Responsible for the ordering and control of inventory items; including chemicals and equipment.
Prepares or completes various forms, reports, correspondence, or other documents.
Receives various forms, reports, correspondence, manuals, reference materials, or other documentation; reviews,
completes, processes, forwards or retains as appropriate.
Operates a computer to enter, retrieve, review or modify data; verifies accuracy of entered data and makes corrections;
utilizes word processing, spreadsheet, or other software programs.
Communicates with supervisor, employees, other departments, the public, and other individuals as needed to
coordinate work activities, review status of work, exchange information, or resolve problems.
ADDITIONAL FUNCTIONS
Performs grounds keeping and house keeping duties at the plant.
Provides assistance to other employees or departments as needed.
Performs other related duties as required.
Assist with operator development by assisting trainees or other operators in obtaining licensing and education
pertaining to advancement within the Waste Water Treatment field.
MINIMUM QUALIFICATIONS
High school diploma or GED; supplemented by college level/vocational course work or one (1) year actual experience
in a class "A" wastewater treatment plant or any equivalent combination of education, training and experience which
provides the requisite knowledge, skills and abilities for this job. Must be a Certified Operator holding a Florida State
Class “A” license in waste water treatment. Must be able to work overtime when needed and must be able to work
rotating shifts. Must possess and maintain a valid Florida driver’s license. Must be able to communicate and
comprehend the English language.

relation to these computational operations.
Human Interaction: Requires the ability to provide guidance, assistance, and/or interpretation to others regarding
the application of procedures and standards to specific situations.
Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate and control the actions of
equipment, machinery, tools and/or materials requiring complex rapid adjustments, and / or calibrations of
equipment used to monitor the treatment process in compliance with the State of Federal Regulatory agencies.
Verbal Aptitude: Requires the ability to utilize a wide variety of reference and descriptive data and information.
Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; ability to
calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may
include ability to calculate surface areas, volumes, weights, and measures.
Functional Reasoning: Requires the ability to apply principles of rational systems; to interpret instructions
furnished in written, oral, diagrammatic, or schedule form; and to exercise independent judgment to adopt or modify
methods and standards to meet variations in assigned objectives.
Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving
a variety of generally pre-defined duties which are often characterized by frequent change.
ADA COMPLIANCE
Physical Ability: Tasks require the regular and, at times, sustained performance of moderately physically
demanding work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching,
and crawling, and that may involve the lifting, carrying, pushing, and/or pulling of heavy objects and materials (50 –
100 pounds).
Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds,
taste, odor, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.
Environmental Factors: Performance of essential functions may require exposure to adverse environmental
conditions, such as dust, odors, wetness, humidity, fumes, temperature and noise extremes, machinery, vibrations,
electric currents, toxic agents, disease, or pathogenic substances.
