    Plans, organizes, schedules, directs and monitors all activities related to the servicing, repair, maintenance, and acquisition of the County equipment fleet to assure that vehicles and equipment are well-maintained and operating efficiently and effectively and are replaced or purchased in a timely and cost-effective manner. 1. Manages vehicle and equipment maintenance, repair, and acquisition activities to assure that work is performed efficiently and according to appropriate guidelines, procedures and
    regulations. Prioritizes and coordinates work with other departments, staff, and contractors to ensure timely completion projects.
    2. Assigns, supervises and evaluates the work of assigned staff; advises, assists and trains
    subordinates as necessary; initiates and implements disciplinary actions; conducts performance appraisal of subordinates; participates in the selection of new employees and makes recommendations regarding the transfer and termination of subordinate employees.
    3. Develops, recommends and implements policies, guidelines, and procedures to assure effective and safe functioning of assigned activities and compliance with departmental standards and legal requirements. Directs and coordinates the development of a departmental safety program; assures the provision of safety training, certificates, and licenses.
    4. Recommends when to replace vehicles and equipment, identifies additional equipment
    purchase needs; approves, monitors and documents expenditures and contracts, assuring
    compliance with approved budget and staffing levels; prepares equipment purchase budget for the department.
    5. Develops and writes specifications for vehicle and equipment purchases, obtains quotes, and recommends awarding of purchase agreement. Inspects all purchased vehicles and equipment for compliance with specifications and determines acceptance or non-acceptance of same.
    6. Oversees the purchasing and inventory of parts, supplies, fuel, materials, tools, vehicles and equipment for the department and assures purchases are made in accordance with department and County policies and procedures.
    7. Oversees the diagnosis of mechanical, electrical, computerized and hydraulic problems in
    vehicles and equipment in order to identify necessary repairs overhauls " and modifications,
    assuring work is carried out in the most cost effective and timely manner in accordance with
    department guidelines and standards; participates in the most complex diagnoses/repairs.
    8. Supervises the coordination, or arranges, for contractors to provide specialized maintenance and repair services as necessary; coordinates work with County staff, monitors work for contract compliance, and assures requested work is completed in an efficient and timely manner.
    9. Inspects work in progress and upon completion and buildings, equipment, tools, and other areas of responsibility to assure high quality of work and standards of safety are being met and to identify deficiencies and safety hazards; recommends projects and repairs to remedy situation.
    10. Supervises the preparation of, or prepares, daily, monthly, and annual summary reports and maintains records of assigned operations.
    11. Responds to, or supervises the resolution of, inquiries, complaints or requests for information regarding area of assignment from other departments and the general public, providing information within scope of knowledge and authority, or refers to appropriate individual. Handles the more complex and/or sensitive issues.
    12. Performs other related duties as assigned. 
    *Knowledge of the principles and methods of vehicle and heavy equipment repair and
    maintenance. Gas and diesel engines, automobile electronics, transmissions, electrical, air, and
    hydraulic systems, and related mechanical systems. The techniques, methods and equipment
    related to parts fabrication and welding. Purchasing and inventory control practices and
    procedures. Variety of supplies, materials, parts and equipment specific to the area of
    assignment and ability to effectively write and analyze bid specification and quotes. Modern
    principles and practices of management and supervision. Computerized and specialized
    mechanical systems. Physically perform the essential functions of the job. Ability to operate
    equipment and tools used in testing and repair of vehicles and heavy equipment. Prioritize,
    schedule, organize and supervise assigned operations to assure timely and cost-effective
    completion. Set work priorities and direct, guide, motivate and evaluate the work of
    subordinates. Accurately diagnose and perform overhauls and repairs of major and minor
    mechanical and electrical defects in vehicles and heavy equipment. Establish and maintain
    accurate records of assigned activities and operations. Establish and maintain effective working relationships with other employees, vendors, contractors, and the general public. Communicate effectively, both orally and in writing. Physically perform the essential functions of the job.

    knowledge and abilities would be

    High school diploma, or G.E.D., specialized training in vehicle and heavy equipment
    mechanical repair and maintenance and six years of progressively responsible experience in vehicle and/or heavy equipment mechanical maintenance, including three years of supervisory or lead responsibilities.
    Licenses, Certificates and Other Requirements
    Valid Washington State Driver's License with combination endorsement

    Working Conditions
    Work is performed primarily in a shop environment but there may be exposure to varying weather conditions when working outside. May be exposed to chemical fumes with occasional lifting of objects in excess of 50 pounds. Subject to call back for emergency repairs.
