Job Summary

We are looking for a Procurement Specialist to help the organization with purchasing requests for our Federal, State, and Foundation level program grants. NISN’s procurement policies and procedures are well-developed, and currently dedicated personnel manage this function.  This new role will support the organization’s growing volume of procurement and contracting needs.

This role will report to the Manager of Grants and Procurement and engage with NISN program managers, NISN leadership, and network school points of contact. This role will manage procurement and purchasing requests, and provide guidance on NISN policies, ensuring they are in compliance with 2 CFR § 200 and/or state or tribal regulation.  Working closely with the Manager for Grants and Procurement, and the finance team, this role will ensure NISN funds are used effectively and responsibly in order to advance Indigenous Education. 

The ideal candidate will be a professional, highly-organized, and relational team member with a high level of attention to detail, an ability to build relationships with colleagues, and is a quick learner in adapting to newer technologies. Our ideal candidate has experience managing large federal grants and running procurement processes that align with the requirements of 2 CFR § 200. We are particularly interested in applicants with connections to Indigenous communities.

Salary

The salary range for this role is $49,300 to $60,000.

Location

This position is preferred to be located out of NISN's Albuquerque, New Mexico office.

Duties & Responsibilities 

• Manage daily purchasing and procurement activities 
• Manage relationships with vendors and suppliers 
• Negotiate contracts, prices, and timelines 
• Prepare cost estimates and compare to grant budgets 
• Document procurement activities for audit purposes 
• Ensure that all procured items and services meet the required quality standards and specifications 
• Improve purchasing and procurement systems and processes 
• Assist to train new employees in the procurement process 
• Monitor sub-awards issued to schools for compliance 
• Submit drawdowns for federal grants 
• Manage grant timelines and deliverables 
• Assist in contract template completion and contract signature processes
• Support vendor invoice approvals, comparing to contracts

Preferred Knowledge, Skills, Abilities, and Experience 

• Experience leading procurement processes that meet the requirements of 2 CFR § 200.320 
• Ability to analyze spending relative to budget and make financial projections 
• Exemplary detail orientation, multi-tasking and time management skills 
• Strong alignment with NISN core values (Culture, Community/Service, Perseverance, Responsibility, Respect, Reflection) 
• Proficiency with MS Office, including Excel and G Suite (Gmail, Google Docs) 
• College degree or equivalent experience is strongly preferred. A degree in business or accounting is a plus. 
• Experience with Indigenous communities strongly preferred
