PROCUREMENT ANALYST

  • Duties

    • You will support NAVIFOR HQ, subordinate commands, and commands under its administrative control throughout the acquisition planning, development and execution lifecycle.
    • You will manage and facilitate the Service Requirements Review Board (SRRB) process, ensuring contract requirements are reviewed, validated and prioritized at the appropriate level.
    • You will coordinate command contract requirements, prepare contract execution plans for program funding and decision papers for future baseline Planning, Programming, Budgeting and Execution (PPBE) for Program Objective Memorandum (POM) submissions.
    • You will be responsible for command training, procurement development, acquisition planning, conducting market research, assisting with preparation of Independent Government Estimates (IGE), and formulating acquisition strategies/plans.
    • You will be responsible for developing source selection plans/strategies, developing Performance Work Statements (PWS), Statements of Work (SOW), Quality Assurance Surveillance Plans (QASP), and technical specifications.

    • You will be required to obtain and maintain an interim and/or final Top Secret SCI security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
    • MSP/PPP applicants must currently hold the required security clearance.
    • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
    • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
    • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
    • You will be required to obtain and maintain a U.S. Passport.
    • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
    • You will be required to obtain and maintain a current Level II certification in the Contracting Acquisition Career Field.

    Qualifications

    GS-13: In addition to the Basic Requirement for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
    • Experience applying mastery knowledge of contracting methods and contract types to plan and carry out long-term pre-award and/or post/award procurement actions.
    • Experience planning, developing, and executing very complex contracts and utilizing/crafting unique contract types required to accommodate changing business climates, new technology, dynamic market conditions, and economic uncertainties.
    • Experience providing expert knowledge of the organization's program objectives, technical terminology of assigned services, business practices, sources of supply, and market conditions to prepare PWSs/SOWs/SOOs.
    • Experience applying expert knowledge of procurement statutes, executive orders, federal, departmental or agency, and local contract laws, regulations, contracting principles, performance and technical requirements, contract types, required provisions/clauses, and special provisions to carry out procurement actions regarding products, equipment, and services that can be complex and contain unique characteristics.
    • Experience applying oral and written communication methods and techniques in order to work with business, industry, technical, military and government officials from diverse backgrounds.
    GS-12: In addition to the Basic Requirement for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
    • Experience reviewing contracts and contracting methods to plan and carry out procurement actions.
    • Experience assisting in the development of procurement documents and providing support to its stakeholders.
    • Experience providing technical advice to management and contracting officers of the Contracting Office.
    • Experience performing review and surveillance of acquisition programs to identify problem areas and develop guidance material for contracting personnel.
    • Experience working under decreased supervisory controls to assume full range duties and responsibilities to meet regulatory requirements.

    Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

    A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

    NOTE: The education requirements listed above apply only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent)-1102 or before September 30, 2000 are also exempt from meeting this requirement.

    This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.

    This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

    This position requires evening and weekend work.

    If selected below the full performance level, you may be noncompetitively promoted to the next higher grade level after meeting all regulatory requirements, and upon the recommendation of management. Promotion is neither implied nor guaranteed.

    Work may require limited overnight travel away from the normal duty station and travel during normal business hours within the general locality.

    THIS IS A NAVY ACQUISITION AND TECHNOLOGY WORKFORCE POSITION:
    The employee must meet DoD 5000.52-M requirements applicable to the duties of the position. This position requires Level II certification in the Contracting Acquisition Career Field.

    This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional training, experience and continuing education. Incumbent must meet the DAWIA Certification requirements for the Contracting Career Field and be certified at Level II certification at the time of application or achieve certification within 24 months of appointment.

    This position is covered by the Department of Defense Priority Placement Program.
