The position will provide technical assistance to Department staff in the development of program plans for integration in purchase of service and grant contracts. This position will coordinate, plan, and conduct reviews of assigned contracts to ensure compliance with all applicable laws, rules, regulations, and procedures and to ensure affordability within the regional appropriations for each. Job Responsibilities
1. Serves as Central Office Contract Analyst
2. Coordinates, plans, and conducts reviews of assigned contracts to ensure compliance with all applicable laws, rules, regulations and procedures and to ensure affordability within the regional appropriations for each
3. Provides technical assistance to regional coordinators
4. Through the use of Department systems, prepares or tracks reports of contracts, program plans, and financial data and performs necessary data entry functions in the Contracts database related to on-going contract activities
5. Initiates, reviews, and evaluates financial and statistical reports to determine statewide contract and services utilization, staffing levels, compliance with contract rates, solvency of providers, and whether contracted purchase of services align to each region’s funding allocation for designated program services
6. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
Minimum Qualifications
1. Requires knowledge, skill, and mental development equivalent to the completion of a Master's degree
2. Requires one year of progressively responsible professional experience in community organization, social service work, or in program planning and development
Of the previously noted year of experience, requires that the experience include one year of experience in contract budget analysis and one year of experience in the use of Excel, Access, and accounting systems
Preferred Qualifications
1. 1 year of experience in contract budget analysis in a public or business organization
2. 1 year of experience in the use of Excel, Access, and accounting systems in a public or business organization
3. 2 years of experience in a professional setting applying thorough knowledge of the program objectives of agencies developing social policy
4. 2 years of experience in a professional setting applying extensive knowledge of the structure, organization, and methods of social welfare institutions
5. 2 years of experience in a professional setting applying technical ability to analyze and evaluate programs and procedures
