    Overview:

    We are currently seeking a dynamic leader with extensive project management experience to serve as Director for the Project Management Office (PMO) for Oak Ridge National Laboratory (ORNL). This position reports directly to the Deputy Laboratory Director for Operations at ORNL. In this role, you will play a pivitol role in the development, expansion, and the fostering of the Project Management culture of ORNL by defining tailored solutions based upon sound principles that can be applied to a wide range of projects.

    As Director, you will lead a division of 13 group leaders and nearly 100 staff members with a focus on connecting people, mission, and purpose. You will set the organizational vision using a strategic mentality and enterprising approach to plan and implement the mission, while communicating with transparency, empathy, and integrity to build a culture of inclusion, within the division and with customers.

    Major Duties/Responsibilities:

    • Provide strategic leadership to the Laboratory Director and Deputy Directors on project management execution and project performance.
    • Support the Level 1 leadership on projects within their portfolios and promote tailored project management and project controls standard processes for projects of all sizes,
    • Support DOE Office of Science, Office of Project Assessment (OPA) by providing input on key project management topics and staffing and supporting independent project reviews.
    • Work with senior management to ensure projects are planned and executed effectively and project issues are communicated and addressed appropriately.
    • Support researchers and project staff in conducting tailored, high quality, and timely PM, allowing researchers to have more time and budget for the world class science efforts ongoing at ORNL.
    • Serve as a liaison with the Department of Energy (DOE) and other DOE laboratories, provide support and participate in DOE laboratory wide initiatives and communication of shared efforts and concerns.
    • Handle the recruitment of new staff, coordinate budgets, and implement procurement tasks.
    • Deploy qualified PM/PC staff as needed to support project needs.
    • Support large projects in effective management and meeting DOE requirements.
    • Lead all aspects of the maintenance and implementation of the UT-Battelle certified Earned Value Management System (EVMS) on all major projects.
    • Ensure all project management applications are updated, maintained, and implemented accurately.

    Basic Qualifications:

    • A BA or BS degree in project management, business, engineering, or related fields.
    • A minimum of 12 years of experience in effectively performing project management duties on technical, engineering, or scientific projects with a solid track record of successful projects.
    • Extensive experience leading project teams and/or managing staff.
    • A minimum of 10 years of project experience working with a certified EVMS environment; to include setting baselines, incorporating baseline changes, producing monthly reports and variance analyses.

    Preferred Qualifications:

    • Project Management Professional (PMP) or equivalent project management certification.
    • A Master’s degree in project management, engineering, or similar field.
    • Strong communications skills and the ability to optimally interact with DOE, senior laboratory management, and senior project staff members.
    • Extensive experience working with DOE or Department of Defense (DOD) portfolios.
    • Extensive knowledge and understanding of PM/PC best practices.
    • Experience managing and working with projects using the following software/systems: Oracle Primavera and Deltek Cobra or EVMS cost processors, and DOE PARS II reporting system.
    • A detailed understanding of the applicable DOE Orders and best practices governing DOE Office of Science project management, to include DOE Order 413.3b, the DOE O 413.3 guides, EIA 748, and the NDIA EVMS Intent Guide.
    • Experience with projects using a ‘DOE compliant’ EVMS environment; to include setting baselines, incorporating baseline changes, producing monthly reports and variance analyses.
    • Experience with preparing for and participating in DOE Office of Science Independent Project Reviews (IPRs) and EVMS surveillance reviews.
    • Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.

    Special Requirement:

    This position requires the ability to acquire and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
