    COLLECTIVE BARGAINING UNIT: This position is not in a collective bargaining unit.

    BRIEF DESCRIPTION OF DUTIES: This position is located in the Office of the Chief Financial Officer (OCFO), Office of Lottery and Gaming (OLG), Regulation and Oversight Division. The incumbent serves as a Licensing Program Specialist, interpreting the statutes, rules and regulations for potentially new and/ or renewal of retail lottery applications. Provides instructions and technical guidance on applying for licenses. Duties include but are not limited to: ensuring compliance and enforcement of all District of Columbia gaming laws, regulations, and other mandatory guidelines for potential retailers; assisting with the development of licensing procedures and guidelines and analyzes operations to identify opportunities for improvement; advising the Chief, Compliance and Enforcement Officer on the status of applications; verifying all applicants’ submissions to ensure that they meet regulatory requirements; and acting custodian for licensing files and controlled documents related to applicants’ files. Performs other related duties as assigned.
     Two (2) years of progressive experience performing the duties and responsibilities related to compliance, computer operations and online files maintenance, records management, retrieval and disposition of general and classified material. Ability to develop licensing procedures, guidelines and experience governing the rules and regulations as it applies to credit standards, auditing practices and policies. Incumbent must possess a valid driver's license.

    Experience that provides the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for this position.

    Employment with the OCFO is at will.  However, the discipline and/or discharge of bargaining unit employees is governed by the collective bargaining agreement.

    RESIDENCY PREFERENCE:

    SALARY REDUCTION OF REEMPLOYED ANNUITANTS: 
     
    An individual selected for employment in the District Government on or after January 1, 1980, who is receiving an annuity under any District government civilian retirement system, shall have his or her pay reduced by the amount of annuity allocable to the period of employment as a reemployed annuitant.
