Additionally, Program Supervisor recommends changes to improve process efficiency and alleviate process inaccuracy and duplication. Requires a bachelor's degree. Typically reports to a manager. The Program Supervisor contributes to moderately complex aspects of a project. Work is generally independent and collaborative in nature. This Environmental Program Supervisor II position serves as the Field Operations Branch Head in the Solid Waste Section and is responsible for ensuring the consistent, fair, and effective implementation of solid waste regulations statewide. This position is responsible for the development of plans and goals of the Branch and for the annual reporting of compliance and enforcement measures, as well as overseeing environmental assessment and remediation activities where applicable. This position serves as the Section’s lead on solid waste emergency preparedness and response, and disaster recovery operations. The position oversees and implements the tax certification program for a variety of industries involved in the recycling or recovery of solid waste. Position will require extensive travel within the State of North Carolina. Valid Driver's License Required.Key Responsibilities: Provides direct supervision of two regionally based Environmental Program Supervisor I positions and a central office-based compliance officer, as well as indirect supervision of 12-15 Environmental Specialist II positions throughout the state.Monitors field activities to assess consistency in program implementation, providing oversight and guidance to and tracking of compliance and enforcement activities, establishing policies and priorities, interfacing with other branches within the Section, other divisions within the Department, and the Department of Justice in coordinating all compliance and enforcement actions.Serves as the technical resource for the proper management of solid waste, compliance and enforcement issues statewide. The individual provides direction and assistance to regional staff on program and policy execution. The position will further provide regulatory and technical assistance to the regulated community, industry, consultants and individual citizens on solid waste management matters and matters concerning compliance and enforcement activities.Plans and coordinates of the Section’s emergency response functions, serves in leadership roles on various Division and Department emergency response teams, and is primary contact for local, state, and federal agency, and industry partners in addressing the management of solid waste after natural disasters and other emergencies.The Division of Waste Management: The primary purpose of the Division of Waste Management is to protect the public health and environment through assuring that solid and hazardous wastes and underground storage tanks are managed properly, and existing contamination is cleaned up across the State of North Carolina. This is accomplished through the Hazardous Waste, Solid Waste, Superfund and Underground Storage Tank Sections, and the Brownfields Redevelopment Section.
