Project Controls Manager develops and implements standardized project controls to manage budgets, scheduling, and quality for engineering, construction, and other types of projects. Establishes controls and operating policies that identify, monitor, and mitigate risk factors that could impact the success of a project. Being a Project Controls Manager creates standard methods for project estimating, procurement, accounting, work breakdown structure, contract management, reporting, and other project-related processes. Ensures controls address cost or budget considerations, scope changes, supplier performance, and other risk levels. Additionally, Project Controls Manager provides guidance and consultation to project managers. Typically requires a bachelor's degree. Typically reports to a manager or head of a unit/department. The Project Controls Manager typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Project Controls Manager typically requires 3+ years of managerial experience. Capable of resolving escalated issues arising from operations and requiring coordination with other departments.     Job Description:
    Apex Systems is seeking an IT Project Manager to join our clients Project Management Office, managing IT projects from initiation to closure.
    This role is a hybrid role in Lincoln, NE.
    This position would be responsible for planning, directing and coordinating project management activities, while ensuring that the goals and objectives of the project(s) are accomplished within the prescribed timeframe and requirements. Candidates must have excellent relationship building, leadership and client management skills. Must have a deep understanding of project management tools and approaches to managing complex projects.
    Project management responsibilities include the coordination and completion of projects on time within budget and within scope. Oversee all aspects of projects. Set deadlines, assign responsibilities and monitor and summarize progress of project. Prepare reports for project portfolio and upper management regarding status of project.
    The successful candidate will work directly with clients to ensure deliverables fall within the applicable scope and budget. Perform a variety of tasks. Lead and direct the work of others. A wide degree of creativity and latitude is expected.
    Requirements:
    • Bachelors degree in Computer Science/Software Development/Project Management (or equivalent combination of education and minimum 5 year's Project Management experience).
    • Must have minimum 2 years of experience in managing projects/software development utilizing Agile.
    • 5 years project management experience
    • Candidate must work onsite
    • Strong understanding of formal project management methodologies such as Project Management Institute (PMI)
    • Leading process to complete project charters and obtain necessary approvals
    • Creating and publishing project documents to include project scope, project schedule, business requirements, risk assessment and response, and time estimates
    • Determining resources required to accomplish project objectives
    • Conducting or participating in stakeholder meetings
    • Creating and executing plans for communication, change control, quality and risk control, and specific coordination of activities
    • Oversee execution of project tasks, monitoring performance and solving project slippage and/or constraints in timely manner
    • Managing stakeholder expectations, project risks and solving problems
    • Controlling project scope and changes, schedule, and status reporting
    • Facilitate closeout activities like lessons learned and customer feedback
    • Perform analysis and document process flows.
    • Capture business requirements and assist with design and development.
    • Experience with Team Foundation Server (TFS)/Azure Dev Ops to create product backlogs, user stories & tasks
    • Must be able to perform Process Flow Analysis of existing systems/applications.
    Preferences:
    • Experience with Agile development utilizing SCRUM.
    • Experience working with Developers and end users is a plus.
    • Project Management certification desired, but not required.
    • Perform or assist with testing as needed.
    • Experience with Web Services and Windows Services.
    • Experience using Microsoft SQL Server
    • Experience with CICS.
    • Experience with QA/QC testing including automated testing.
