Project Controls Manager develops and implements standardized project controls to manage budgets, scheduling, and quality for engineering, construction, and other types of projects. Establishes controls and operating policies that identify, monitor, and mitigate risk factors that could impact the success of a project. Being a Project Controls Manager creates standard methods for project estimating, procurement, accounting, work breakdown structure, contract management, reporting, and other project-related processes. Ensures controls address cost or budget considerations, scope changes, supplier performance, and other risk levels. Additionally, Project Controls Manager provides guidance and consultation to project managers. Typically requires a bachelor's degree. Typically reports to a manager or head of a unit/department. The Project Controls Manager typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget.     Position Description:

     

    We are looking for a Project Control Specialist to join ICE Team to improve infrastructure in our Michigan, Florida, Pennsylvania, or Ohio offices. Ideal candidate will lead production and coordination of project schedules with associated reports and analysis for capital engineering and construction projects. Position ensures the quality and frequency of the schedule data and information used to maintain external client and internal project controls systems. The candidate must have a bachelor's degree in related field. The candidate must also be self-motivated, work well with others, and have excellent writing, organizational, and communication skills. A flexible hybrid-remote work schedule is available after 90 days of employment.

    Typical responsibilities include:
    • Leads a team of individuals focused on project and cost controls support activities spanning a variety of public infrastructure, specialty industrial construction projects.
    • Establishes corporate and internal project controls and operating policies that standardize analysis, reporting, and mitigation strategies for risk factors that could impact project successes.
    • Manages and oversees project controls for engineering, construction, and other projects, on a project-by-project basis.
    • Responsible for developing a reporting structure and process to share project information with project stakeholders. Develop customized schedule reports as per project needs (i.e., two-week look ahead, variance reports, progress reports, milestone reports as needed ).
    • Ensures project control report documents are produced and clearly reflect the schedule and timeline status, cost or budget considerations, changes, performance, and other risk levels.
    • Prepares project controls plan for assigned project/program. Provides leadership and guidance for development of Work Breakdown Structures (WBS), tracking of project progress, analysis of bottlenecks, trends and critical path, and development/maintenance of cashflow.
    • Work with project managers to ensure the proper resource management plan is in place
    • Provides guidance and consultation to project managers, including regular briefings on project financials, schedule status, resource plans, issues, and concerns
    • True first level manager and manages associate staff in the day-to-day performance of their jobs.
    • Maintain excellent client relations

    Education:
    • Bachelor's Degree in Engineering, Construction Management, Business or equivalent field required


    Skills/Experience:
    • 5 - 10 years of related experience required
    • 5 years of experience in leadership role in project controls required with 1 to 3 years in a supervisory role preferred
    • Strong understanding and competency in using Oracle Primavera and Microsoft Project products is required
    • Application and understanding of best practices for design engineering and capital construction projects is preferred
    • Certification in Cost Control CCC/CCE or Scheduling (PSP) is preferred
    • Experienced setting up and monitoring complex project schedules is required
    • Experience with cost control including project estimating, forecasting and cost management including reporting is required
    • Proficiency in Microsoft Office 365 including Teams, Word, Excel, and Outlook is required
    • Understanding of accounting functions and systems is required
    • Experience with consulting engineering financial systems, BST10 or equivalent is preferred.
