Project Engineering Manager plans and directs all design engineers, drafters, and technical engineers working on specific projects. Manages the development, implementation, and evaluation of complex designs. Being a Project Engineering Manager oversees product construction and testing in order to ensure completion of projects as efficiently and effectively as possible. Evaluates and approves changes that substantially impact the scope, budget, or schedule of a project. Additionally, Project Engineering Manager monitors progress and performance against the project plan. Requires a bachelor's degree. Typically reports to a head of a unit/department. The Project Engineering Manager typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. Capable of resolving escalated issues arising from operations and requiring coordination with other departments.     Essential Duties & Responsibilities

    The Department Manager will be responsible for the oversight of the engineering team and the planning, design, and construction support for municipal transportation projects. 

    • Manage and develop junior staff 
    • Manage multi-disciplinary technical teams
    • Manage work programs, project schedules, and budgets
    • Provide excellent client service
    • Write technical memoranda, engineering reports, and planning studies
    • Develop and deliver complete design and project bid packages
    • Provide construction support
    • Assist with business development and winning the next project (proposal and SOQ writing)     

    Required Credentials

    • Bachelor's degree in Civil Engineering (BSCE)
    • Minimum of  10 years relevant civil engineering experience
    • Professional Engineer (PE) license in Tennessee
    • Project management experience on roadway projects
    • Experience managing municipal or public-sector projects (state, county, city, and federal).
    • Ability to lead, train, motivate, and work within a team
    • Ability to develop productive, long-term relationships and communicate with clients, peers, multi-disciplinary teams, and management 
    • Proven comprehensive plans, specifications, and estimate (PS&E) delivery experience
    • Project management experience, including developing scopes of work, reviewing invoices, and managing client communications
    • Ability to manage several subconsultants and internal staff on a multi-disciplinary team
    • Design and construction support experience with transportation projects
    • Experience mentoring junior staff
    • Prior consulting experience managing municipal (state, county, city) projects
    • Proficient with MS Office (Excel, Word, PowerPoint) and MS Project
    • Experience with AutoCAD Civil 3D and/or MicroStation
    • Excellent written and verbal communications skills
    • Self-motivated with the ability to work independently with multiple priorities
    • Attention to detail, delivering quality work products, and excellent client service​​​​​​​   

    Additional Preferred Qualifications

    • 12 years relevant civil engineering experience
    • Proficient with Deltek Vision
