    The Sr. Project Manager, Engineering leads and manages all aspects of highly complex projects and initiatives, which have high visibility and may be politically sensitive. Projects and initiatives may involve complex funding and permitting processes, involve multiple sponsors, and require complex inter-organizational coordination. This work includes evaluating, prioritizing, and coordinating with the business units.
     
    This role is responsible for managerial oversight of capital improvement projects, engineering design and construction management, to include supervision of the engineering involved in designing and constructing. Leads and manages projects integral to the business plans and initiatives of the NWSA. 
    • Manages all aspects of highly complex projects and initiatives, which have high visibility and may be politically sensitive and is accountable for the delivery of projects consistent with defined scope and approved budget and schedule. Projects may involve complex funding and permitting processes, involve multiple sponsors, and require complex inter-organizational coordination.
    • Plans, directs, and coordinates the work of other Project Managers to accomplish projects. Coordinate project work with Project Managers and NWSA tenants.
    • Oversees tenant improvement work, including review of requested work, review and approval of invoices, and coordination of construction activities as they impact NWSA and tenant operations to ensure construction completion and continued operation.
    • Evaluates NWSA facilities, including marine structures and makes recommendations about the condition, use, and capacity of facilities and structures. Investigates, analyzes, and recommends solutions and methods of repair and correction in the maintenance and modification of facilities.
    • Ensures timely and accurate reporting. Prepares project status reports and develops project budget estimates and project schedules, as required. Requests and reviews corrective actions when projects deviate from engineering estimates, schedules, or contract documents. Monitor schedules and inspect the stage of completion of construction project work in progress and recommend partial and final payments to contractors.
    • Provides effective communication to all levels of the organization, customers, port constituents, and other agencies. Prepares and presents actions to Commission.
    Bachelor’s degree in Engineering, Architecture, Construction Management, or related field. A Washington Licensed Professional Engineer or Architect certification is required.

    Eight (8) years of responsible experience in positions involving assignments in project management, engineering design, estimating, and construction management is required.

    Client management, complex project assignments, diverse service experience is desirable. Preferred experience in the Port and/or Maritime industry in the design and project management of marine facilities, including cargo terminals, bulk cargo terminals and marine structures, etc.The ideal candidate will have advanced knowledge of:
    • Site work and commercial & public works construction, experience in the management of multiple concurrent design/construction projects in the $500K to $100M range, including supervision of design and construction professionals. 
    • Project management principles, practices and procedures including cost estimating, budget management, and schedule management. 
    • Construction management principles, practices, and procedures. 
    • Engineering and architectural design principles, practices, and procedures. 
    • Federal, state, and local regulatory regulations, guidelines, and procedures as they relate to Port construction projects. 
    • Federal grant process and ability to address typical grant issues is preferred.
    The ability to:
    • Coordinate, manage, and lead multi-discipline teams in engineering, design, and construction. 
    • Manage multiple high complexity construction projects simultaneously.
    • Interact with Commission, Executive staff, Facilities staff, Port and NWSA senior staff, and project sponsors to present and explain complex information.
    • Maintain effective and cordial relationships with Port and NWSA staff, customers, stakeholders, and other government agencies.
    • Function smoothly in a team-oriented environment.
