    Serves as a Project Manager responsible for coordinating environmental, planning, design, construction, operations and maintenance activities related to South-Central California Area Office (SCCAO). Performs the full range of project management activities, including public involvement through a collaborative effort, identification of alternatives, coordination of NEPA and ESA compliance, fiscal planning and oversight, verification of compliance with applicable laws and regulations, and interpretation of Reclamation policies and procedures.

    • Serves as a Project Manager (PM) representing Tracy Office, SCCAO. The PM is responsible for overall management, control, coordination and execution of assigned projects. Implements corporate decisions, guidance, laws, regulations and policies in the development and support of the project and intermediate projects.
    • Negotiate and integrates planning, design, cost engineering, construction, contracting activities, sponsor/customer needs, and other agencies' commitments in support of assigned projects into a comprehensive management plan.
    • Obtains and maintains corporate commitment to the management plan.
    • Coordinate project activities with project team leads from planning, design, cost engineering, construction, and environmental teams, etc. for engineering projects of considerable scope and complexity as measured by their diversity, geographical area, management demands, technical intricacies and public issues.
    • Coordinate with project teams to ensure NEPA/ESA environmental documents comply with the pertinent laws and regulations and within established policies, standards, and program directives.
    • Enter project data, updating the status, and tracking the progress of the project in the workload management system.
    • Prepare contracts related to the projects assigned. Coordinates or prepares statements of work, estimates of project costs, and evaluations of contract or financial assistance proposals.

    In addition to meeting Basic Education, applicants must have specialized experience or additional education as defined below:

    GS-12: Experience managing, coordinating, and execution of projects. Negotiate and integrate various project elements, such as planning, design, cost engineering, and construction, to establish comprehensive management plans, ensuring adherence to corporate decisions, guidance, laws, regulations, and policies. Collaborate with the Program Management Team to make programming decisions that influence both long and short-range courses of action for the projects they oversee.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).

    Education

    You will be required to provide official college transcripts to verify educational qualifications, if selected.     Category rating and selection procedures will be used to evaluate applications from this announcement.
