Project Management Director develops and directs project management operations and strategic planning to meet organizational goals. Provides overall strategic governance for projects by establishing standards, processes, and tools used for effective project delivery. Being a Project Management Director establishes methodologies to set productivity and quality targets and to assess results for all projects. Responds to escalated project issues that may impede project delivery and coordinates solutions. Additionally, Project Management Director monitors and analyzes project metrics to identify weaknesses or problems and to propose operational improvements and cost savings for future projects. Requires a bachelor's degree. May require a project management certification. Typically reports to top management. The Project Management Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. To be a Project Management Director typically requires 5+ years of managerial experience. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function. Under regular supervision, performs complex technical work in scheduling and supervising the maintenance and repair of buildings, equipment and machinery in a large number of public buildings or in a small number of buildings with complex systems; does related work as required.
Investigate, generate cost estimates and implement special repair and construction projects for various departments and City facilities; oversees construction, maintenance, repair and related projects at facilities and properties; serves as a coordinator and liaison between City departments and contractors; responds to complaints and service requests; develops project requests for proposals, descriptions and specifications for bids related to site maintenance and repair activities.; manages contracts for selected projects, monitors and handles routine project financial activities and operational activities such as purchasing or interacting with consultants; maintains records and prepares reports of project activities; assist with environmental and safety compliance related activities; responds as needed to emergencies requiring repairs to systems during normal business hours and off hours; perform building condition assessments.Any combination of education and experience equivalent to a high school diploma, with higher education preferred in a technical, scientific, or construction field. Thorough knowledge of the methods, materials and equipment required for the maintenance alteration and repair of buildings, roofs and for the maintenance and repair of heating and air conditioning equipment; thorough knowledge of trade practices in plumbing , carpentry, supervise the accomplishment of maintenance and repair work; ability to maintain records and to prepare requisitions and job orders. Ability to plan and coordinate work with others; ability to establish and maintain good working relationships with others; ability to prepare reports and maintain accurate records.PHYSICAL REQUIREMENTS: (REASONABLE ACCOMMODATIONS MAY SUBSTITUTE FOR PHYSICAL REQUIREMENTS LISTED BELOW): Must be able to lift or move up to 50 lbs. and maneuver up to 1 mile; must be able to jump, crawl and climb; must be able to work with large and small projects and possess good communication skills. This position will work outdoors and may be exposed to changing weather, adverse smells and sights, loud sounds and repetitive operations.
Possession of inspection certification(s) or general contractor's license is desirable.
Possession of a valid North Carolina Driver's License.
