The Facilities Project Manager position has responsibility to work collaboratively with clients and project team for the coordination and completion of projects. The position will be onsite at a federal facility in Oak Ridge, Tennessee. Local candidates will be given priority.
The primary role is effectively managing schedule and resource needs of facilities projects and addressing obstacles to facilities project success. Tracks deadlines, assignments, and monitors project progress. Provides expertise and develops methods, techniques, guidelines, and templates for project completion. Performs duties with a maintained focus on customer satisfaction.
Responsibilities:
- Interpersonal Skills:
- Demonstrate strong interpersonal skills to effectively communicate with diverse stakeholders, including contractors, vendors, and federal government officials.
- Foster positive working relationships to facilitate collaboration and problem-solving.
- Contract Management:
- Manage both firm fixed price and cost-plus contracts, ensuring compliance with contractual requirements and budgetary constraints.
- Negotiate rates and terms with outside vendors for planned maintenance and unplanned repairs, maximizing value while minimizing costs.
- Effectively negotiate service agreements with outside vendors, ensuring favorable terms and adherence to budgetary constraints.
- Budgetary Control:
- Exercise budgetary control by monitoring expenditures, identifying cost-saving opportunities, and ensuring adherence to allocated funds.
- Complete monthly cost reconciliations on a revolving credit line, ensuring accurate tracking and management of financial resources.
- Union Relations:
- Handle union relations effectively, addressing labor-related issues in accordance with relevant regulations and agreements.
- Regulatory Compliance:
- Ensure compliance with the Service Contract Act and other relevant regulations governing federal contracts.
- Technical Expertise:
- Utilize knowledge of construction and building methods to assess facility needs and coordinate maintenance and repair activities.
- Interpret blueprints and technical drawings to communicate effectively with contractors and maintenance personnel.
- Facility Systems Management:
- Manage property accountability and dispositions, maintaining accurate records and compliance with regulations.
- Identify opportunities for efficiency improvements in facility systems, including plumbing, electrical, HVAC, etc.
Requirements:
- Due to the nature of the government contract requirements and/or clearances requirements, US citizenship is required.
- Bachelor's degree and/or relevant certifications, training, and/or licenses in Facility Management, Engineering, Construction Management, or related field. Experience in lieu of education may be considered.
- Proven experience in facility management, preferably in a federal contracting environment.
- Strong understanding of contract management principles, including firm fixed price and cost-plus contracts.
- Experience in managing regulatory compliance and navigating labor-related challenges.
- Knowledge of construction and building methods, with the ability to assess facility needs and coordinate maintenance activities accordingly.
- Proficiency in reading blueprints and technical drawings.
- Excellent interpersonal skills and ability to communicate effectively with diverse stakeholders.
- Strong negotiation skills and ability to manage vendor relationships effectively.
- Location: This is an on-site position in Oak Ridge, TN.
- Security Clearance: Must currently hold or be able to obtain a DOE Q clearance.
