Manages staff of property/casualty underwriters at the organization. Additionally, Property Casualty Underwriting Director provides assistance to underwriters on more complex applications. Has extensive knowledge of the underwriting discipline. Requires a bachelor's degree. Typically requires certification as a Chartered Property Casualty Underwriter (CPCU). Typically reports to top management. The Property Casualty Underwriting Director manages a departmental sub-function within a broader departmental function.     Scope of Position:

    Act as the representative of the Divisional Secretary regarding all property matters for the Cascade Division.

    Education and Work Experience:

    Education Required: High school diploma or G.E.D equivalent; one year of coursework in entry level accounting.

    Experience Required: three years of professional business office experience; three years of Project Management experience.

    Experience Preferred: Property inspection experience; Real Estate sale and purchase experience.

    Licenses and Certifications:

    Required: Driver’s License

    Preferred: Project Management certification; Construction or General Contractor license; Real Estate license.

    Knowledge, Skills and Abilities Required:

    Knowledge required: use a computer effectively and efficiently in the working environment; use standard office machines (e.g. fax, copier, multi-line telephone, keyboard); use standard office practices and procedures; read, write, and speak the English language to express ideas and communicate effectively; use of Security and HVAC systems.

    Skill required: type 55 wpm; perform data entry using database program; use Microsoft software (primarily Outlook, Word and Excel, Adobe Acrobat Pro, and Project; occasionally Publisher and PowerPoint) to correctly create documents and reports; use basic math (e.g. add, subtract, multiply, divide); establish effective working relationships; attention to detail, operate a motor vehicle.

    Ability required: Interact with individuals using generally accepted business behaviors and standards. Use interpersonal skills to deal effectively with others in favorable and unfavorable situations. Train, plan, and direct the work of others. Organize, prioritize, and plan own work. Multitask, i.e. change work focus or respond to change of conditions and interruptions in work flow. Learn new systems and procedures. Problem solve, i.e. identify problems and find effective solutions.

    Essential Duties and Responsibilities:

    Oversee matters relating to property throughout the Salvation Army Cascade Division; assist Corps, Program, and Service Extension personnel prepare proposals and purchase and sale agreements, secure supporting documentation, acquire work bids, and prepare funding scheme information.

    Routinely distribute Property Bulletins, reminding personnel of current policy or alerting them to policy changes.

    Coordinate Hazardous Materials and Occupational Safety and Health Administration compliance.

    Conduct annual property inspections; determine urgent repair and maintenance requirements and future maintenance needs; identify potential HAZMAT or OSHA concerns.

    Ensure annual inventory of all furniture and equipment; inventory should be completed no later than September 30th of each year.

    Provide onsite project management (e.g. meet with architects, contractors, and vendors; inspect project progress; etc.).

    Prepare and submit Transmittal documents and correspondence to the Divisional Secretary and Territorial Headquarters.

    Submit vendor payment requests.

    Prepare proposals for property projects, and other related matters; present proposals to Command Finance Council (CFC).

    Maintain records of current projects and account balances; reconcile with Territorial Headquarters records database (TSAMM) on a monthly basis.

    Report progress of ongoing projects to the Divisional Secretary on a weekly basis.

    Maintain a committed trust report for CFC recommended and approved projects.

    Recommend closure or refinancing of projects as completed or needed.

    Maintain signed copies of lease, rental, and use agreements; follow up on leases due for renewal; process new lease, rental, and use agreements.

    Ensure Cascade Division property through the Territorial Risk Management Department; process any claims and follow up with parties involved.

    Communicate legal procedures regarding property insurance to Corps, Program, and Service Extension personnel, including HAZMAT and OSHA requirements.

    Provide guidance to Cascade Division locations regarding special event insurance; secure coverage on their behalf as requested.

    Maintain records of property distributed by Territorial Headquarters; ensure that DHQ and THQ records correspond; ensure that all addition and deletion forms are completed and processed.

    Maintain Property Department files (e.g. photo files, blueprint files, etc.).

    Assist Corps personnel in implementation and use of online software for asset, maintenance, and work order tracking.

    Supervise Property Department personnel in daily processes and procedures, with a high level of communication and attention to detail and prioritization.
