    Duties

    As a Quality Assurance Specialist at the GS-1910-11/12 level, some of your typical work assignments may include:

    The incumbent ensures contractor compliance with all contractual requirements, applicable Federal Aviation Administration (FAA) regulations and JPATS quality assurance and maintenance and inspection programs policies and procedures; as detailed in the JPATS General Maintenance Manual (GMM).
    The incumbent analyzes and investigates adverse quality conditions and recommends to JPATS management possible corrective actions; develops recommendations for new approaches to resolve persistent, widespread, or critical problems.
    The incumbent prepares written correspondence regarding matters applicable to the JPATS Aircraft Quality Assurance and Maintenance and Inspection Programs; authors contractor performance reports.

    Qualifications
    You may qualify at the GS-1910-11 level, if you fulfill one of the following qualifications:

    1. Specialized Experience: Experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. You must have at least one year (12 months) of specialized experience equivalent to at least the GS-09 grade level in the Federal service performing the following duties:
    Monitoring aircraft maintenance and inspection operations;
    Identifying trends or weaknesses in an aircraft maintenance and inspection program;
    Conducting quality assurance audits of areas related to an aircraft maintenance and inspection program; and
    Inspecting aircraft maintenance to ensure compliance with organization and federal regulations, polices, and procedures.
    AND

    Selective Factor: A special qualification without which an applicant could not perform the duties of the position in a satisfactory manner will be used to screen out applicants.
    Current and valid FAA Mechanic Certificate with Airframe (A) and Powerplant (P) ratings. You must submit a copy of your certificate (front & back) with your application.
    OR

    2. Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. (Note: You must attach a copy of your transcripts.)

    OR

    3. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

    To qualify at the GS-12 grade level, you must meet the following:

    Inspecting aircraft maintenance to ensure compliance with organization and federal regulations, polices, and procedures.

    Writing: Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a succinct and organized manner; produces written information, which may include technical material that is appropriate for the intended audience.
    Quality Assurance: Knowledge of principles, methods, and tools of quality assurance and quality control used to ensure a product
    fulfills functional requirements and standards.
    Quality Ranking Factor (QRF): A special qualification/technical competency is expected to enhance performance in this position and will be considered in the evaluation of eligibles for certification; it will not be used to screen out applicants.
    Current and valid FAA Mechanic Certificate with Inspection Authorization (IA) rating. You must submit a copy of your certificate (front & back) with your application.

    Note: Subject matter experts will evaluate the first five pages of work experience in your resume based on these competencies.

    Applicants will enter a multi-hurdle process involving the following steps:

    Highly Qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors, and who are proficient in some, but not all, of the requirements of the job.
    Qualified - applicants possessing experience and/or education that meets the minimum qualifications of the position including all selective factors.

    Although veterans' preference points are not assigned under category rating procedures, veterans' preference eligibles are listed ahead of non-veterans within each category for which they are qualified. In addition, qualified veterans with a compensable service-connected disability of 10% or more are placed at the top of the highest quality category. (i.e. Best Qualified.)
