  • Central Coast Community Energy (3CE) is seeking a Senior Billing Operations and Rate Analyst to join our team!  

    ABOUT THE POSITION
    This is an advanced level classification within the Billing Operations and Rate Analyst Series. Employees within this classification are distinguished from the Billing Operations and Rate Analyst by performance of the most difficult and responsible types of duties assigned to classifications within this series.  Employees at this level are required to be fully trained in all procedures related to assigned areas of responsibility. Employees at this level may serve as the lead on specialized departmental projects. This classification is distinguished from the Billing Operations and Rate Analyst in that the latter provides lead direction and training to lower-level staff within the unit as assigned.  The advancement to the Senior level is based on management discretion and demonstrated proficiency in performing assigned functions and business needs for expertise at this level.

    The Senior Billing Operations and Rate Analyst will perform a wide variety of substantive and complex analytical, business, rate-making, and regulatory filings review that affect the operations of the organization. The Senior Billing Operations and Rate Analyst will also provide regulatory and analytical support to leadership and staff with technical presentations and will primarily be responsible for tracking projects related to various rate and regulatory filings, including General Rate Cases (GRC), Advice Letters (AL), ERRA, joint rate comparisons and implementation as the billing administrator.

The successful candidate will have a high-level working experience working in a CCA in similar duties.

    • Day-to-day interface and relationship management with 3CE data manager, Calpine Energy Solutions, and Investor-owned Utilities (IOUs), Pacific Gas & Electric (PG&E) and Southern California Edison (SCE)
    • Perform detailed rate comparisons and pertinent analysis for customers.
    • Interface directly with CalCCA, CPUC, CEC, and other regulatory agencies/stakeholders regarding various topics related to rates.
    • Perform primary statistical and analytical studies as it relates to revenue requirements, sales, expenses, rate base and supply, and other miscellaneous fees.
    • Review, validation, and oversight of billing operations executed on 3CE’s behalf by Calpine and the IOUs
    • Deliver business insights by developing reports and tools based on billing data.
    • Responsible for internal rate-making processes, including but not limited to developing revenue requirements, cost of service studies, rate designs, and risk-based scenario analysis.
    • Understand, monitor, and forecast Investor-Owned Utility rates, including PCIA, and CE competitiveness with IOUs and retailers.
    • Develop reports, dashboards, and analytical tools in collaboration with the Data team to support business processes.
    • Write staff reports and deliver presentations at Board and other public meetings.
    • Perform related duties as assigned.
    Knowledge of:
    • Development of custom rate design and energy products for the retention and attraction of all customers; including key customers
    • Advanced knowledge and skills in MS Excel; hands-on experience with database languages such as SQL, R, or Python and other related applications as well as analytics/business intelligence platforms such as PowerBI and Tableau is a plus
    • Retail energy billing operations
    • PG&E and SCE rate structures, including PCIA
    • Billing data reporting and analytics
    • Advanced Excel
    • Utility and/or CCA experience is required.
    Ability to:
    • Research, analyze, and interpret complex data; reach conclusions and make recommendations.
    • Define problem areas and evaluate, recommend, and implement alternative solutions to complex issues and problems.
    • Be detail-oriented and manage multiple projects in a fast-paced environment.
    • Work independently.
    • Deal tactfully and maintain effective working and diplomatic relations with various levels of staff, the public, civic organizations, and representatives from government, industry, media, and other agencies.

    • Promote teamwork, a positive work environment, and collaborative problem-solving.
    • Work effectively under stressful situations involving tight deadlines, including the ability to work occasional evening and weekend hours.
    • Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines.
     
    Experience and Training 
    Experience: A minimum of five (5) years of verifiable utility work experience in either electric rates, regulatory, accounting and finance, economics, or statistical analysis is desirable.

    Education:
    A Bachelor’s degree with major coursework in Statistics, Finance, Mathematics, Accounting, Economics, Business Administration, or any other related quantitative field.

    License: Possession of, or ability to obtain and maintain, an appropriate, valid driver’s license

    WORK ENVIRONMENT & CONDITIONS: Prolonged periods sitting at a desk and working on a computer. The position requires occasional carrying, lifting, and/or moving objects up to 25 pounds. Occasional local travel is required and reliable transportation to be able to attend 3CE events, meetings, and workshops as needed is expected.

    HYBRYID WORK SCHEDULE AS DESIGNATED BY CEO: 
    Current remote workdays are scheduled on Monday's and Thursday's OR Employee may elect to work a 9/80 work schedule with alternating Friday's or Monday's off.

    BENEFITS: 3CE offers a competitive benefits structure to its full-time employees. 
    RETIREMENTEmployees contribute 10% of their salary on a pre-tax basis towards the PARS retirement system. Employer contributes 10% towards PARS.
    HEALTH INSURANCE3CE pays $1600.00 towards employee and family medical, dental and vision. 3CE contributes up to $2400 annually towards flexible spending benefit and $3600.00 towards HRA.
    HEALTH & WELLNESS3CE contributes $1,000 per fiscal year for health, wellness and EV reimbursement.  
    DEFERRED COMPENSATION3CE offers 457 deferred compensations. 
    PTOAccrued in accordance with tenure. 160 hours cap.
    CELL PHONE ALLOWANCEThis position is eligible for cell phone allowance of $50.00 monthly.
