Regulatory Affairs Manager manages regulatory matters and executes the strategy to ensure the organization complies with applicable regulations. Implements processes and systems to ensure that all necessary licensing, filings, certifications, and permits are processed and monitored. Being a Regulatory Affairs Manager utilizes established monitoring policies and procedures to ensure compliance with existing regulations. Anticipates new or changing regulations and coordinates with internal stakeholders to develop strategies to address changes in product, operations, or testing requirements. Additionally, Regulatory Affairs Manager investigates and addresses any reported issues of non-compliance. Requires a bachelor's degree. Typically reports to a director. The Regulatory Affairs Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Regulatory Affairs Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required. Reporting to the Senior Vice President – Development Operations, the Regulatory Manager will be responsible for overseeing the Regulatory department, including regulatory filings, and managing compliance activities in a fast-paced environment.
    General Responsibilities:
    • Manage all regulatory and compliance such as drilling permits, completions and workover reports including APD, completion reports, flare permits, commingle permits, critical infrastructure, pipeline reporting, transfer of operator, sundry notices, etc.
    • Stay abreast of regulatory changes and effectively communicate the impact of these changes and any new requirements to the business and department.
    • Oversee and develop relationships with the relevant regulatory agencies.
    • Oversee compliance with all applicable rules, regulations, and procedures related to Company operations.
    • Lead all State and Federal agency inquiries/complaints/certified letters.
    • Lead all State and Federal regulations to Operations/Land/Development staff.
    • Partner with Company departments to collect data and other pertinent information.
    Position Qualifications:
    • 10 years of experience, preferably in a small or mid-size oil and gas company.
    • Experience working with Texas Railroad Commission (TRCC), the New Mexico Oil Conservation Division (NM OCD) and Bureau of Land Management (BLM).
    • Previous Oil and Gas experience required.
    • Federal permitting experience preferred.
