Regulatory Affairs Specialist supports the oversight of regulatory matters and strategy implementation to ensure the organization complies with applicable regulations. Prepares filings and tracks applications for licensing, certification, and permits and interacts with governmental officials during the regulation and certification process. Being a Regulatory Affairs Specialist monitors compliance with existing regulations and upcoming or changing regulations. Performs impact analysis of regulatory changes and produces status reports. Additionally, Regulatory Affairs Specialist participates in processes to report, investigate, and addresses any issues of non-compliance. Typically requires a bachelor's degree. Typically reports to a supervisor or manager. The Regulatory Affairs Specialist occasionally directed in several aspects of the work.     Percheron is looking for an experienced Right of Way Regulatory Permit Agent to support renewable permit efforts in the Mount Carmel, IL area.

    • Ensures that permits are acquired correctly and promptly,
    • Communicates directly with the client regarding agreement language, compensation, insurance requirements, bonds, and long lead items,
    • Collaborates and communicates with other permit agents, survey crew, drill crew, and recording crew to maximize efficiencies,
    • Participates in the permit project start-up meetings and ensure an absolute understanding of all topics discussed,
    • Completes all necessary paperwork,
    • Research ownership for surface and/or minerals,
    • Negotiates and acquires necessary surface and/or mineral permits for crew access,
    • Works directly with the project manager, project engineers, and surveyors to receive the necessary documents such as calculations, pipeline specifications, and exhibits,
    • Supports surveying, drilling, and recording phases, making sure permit stipulations are followed, and addressing problems as the issues arise,
    • Search for and determines various land ownership interests, including, but not limited to, mineral ownership and the locations of such owners,
    • Draft contracts required to satisfy client requirements,
    • Prepare adequate daily activity reports and special landman reports relative to complex negotiations, damage settlements, and/or title curative instruments. May work in the office or in the field,
    • Perform internal and external due diligence to ensure accuracy and completeness of land rights or to identify and bring forward deficiencies requiring remedial action,
    • Other duties as assigned or required.



    Job Requirements:
    • Bachelor’s degree or experience equivalent to a four-year degree is preferred.
    • Minimum of 3 years’ relative experience.
    • Good understanding of applicable laws, rules, regulations, procedures, terminology, and real property acquisition policies and procedures.
    • Thorough understanding of various land-related contracts and agreements.Knowledge with Pipeline permitting with Highways/Roads (public and private), Railroads, Waterways, Sovereign Lands, Special/Condition Use, etc.
    • Provide detailed project reporting with regards to permits acquired, permits outstanding, permit terms, renewal dates and fees, etc. associated with acquiring the necessary permits and keeping them current throughout the project timeline.
    • Familiarity with large project databases is essential.
    • Good communication and organizational skills.
    • Knowledgeable about survey drawings, engineering drawings, and alignments sheets.
    • Strong communication skills.
    • Ability to effectively handle multiple tasks
    • Ability to work autonomously and to collaborate fully as a team player.
    • Ability to pay close attention to details, and present good planning, organization, and time management skills.
    • Ability to work in a team environment and willingness to assume additional or new responsibilities readily.
    • Ability to maintain regular attendance as per work schedule agreed with manager (may require working an adjusted work schedule based on project assigned and work overtime if warranted).
    • Ability to comply with applicable laws and regulations and Company policies and procedures.
