Research and Development Supervisor supervises activities in the research and development department. Oversees personnel who utilize established mathematical and scientific techniques to compile and analyze data and write technical reports detailing procedures, outcomes, and observations. Being a Research and Development Supervisor ensures proper procedure, and helps devise new development techniques. A level I supervisor is considered a working supervisor with little authority for personnel actions. Additionally, Research and Development Supervisor may require a bachelor's degree in area of specialty. Typically reports to a manager or head of a unit/department. Working team member that may validate or coordinate the work of others on a support team. Suggests improvements to process, is a knowledge resource for other team members.     Primary Purpose

    Support and guide justice-involved or at-risk youth (ages 14-24) in their educational and workforce development journey, ensuring they receive the necessary resources, mentorship, and training to reintegrate successfully into society and reduce justice system involvement.

    Essential Duties

    • Provide case management services to Opportunity Youth (OY), ensuring individualized care that addresses their unique needs and barriers;
    • Utilize case management software systems to record participant assessments, enrollment documents, comprehensive case notes, Personalized Development Plans, supportive services, and a record of participant barriers and progress toward training and employment goals;
    • Collaborate with community-based, state, and city entities to ensure comprehensive support for OY;
    • Facilitate connections to educational and vocational training in fields such as Nursing, Food Services, Hospitality, Sustainable Agriculture, Custodial, Security, and Construction;
    • Ensure participants are provided connections for wraparound case management support including mental health, life skills, and services for basic needs;
    • Facilitate and monitor workforce readiness training and individualized service planning for OY;
    • Conduct outreach to OY and families, guardians, and mentors of incarcerated or justice-involved OY, ensuring support and understanding of the program’s objectives;
    • Drive personal and/or company vehicle in a safe manner to and from work locations include Leeward and Windward O`ahu with some travel required to Moloka`i.

    Other Duties

    • Contribute to data collection and analysis to measure program success and areas of improvement;
    • Attend regular training and professional development opportunities to remain updated on best practices in the field and trauma-informed care;
    • Coordinate with key partners and stakeholders to facilitate smooth communication and collaboration;
    • Participate in program evaluation, offering insights and feedback for continuous improvement.

    Work Hours

    • 7:30 a.m. to 4:00 p.m. Monday through Friday or as otherwise determined by management
    • Flexibility to adjust weekly schedules in order to facilitate services and trainings for participants and guardians after-school or during work hours is required. Evenings may be required.
    • Position requires regular and predictable attendance.

    Working Conditions

    • Designated program sites near or where participants reside, event sites, meeting and professional development sites;
    • Office setting with periodic travel to vocational training centers, educational institutions, and community service provider locations;
    • Travel is required to designated regions including Windward O`ahu, Leeward O`ahu, and Moloka`i.

    Equipment Use

    May include use of: vehicles (company, personal), electronics, office equipment, site equipment, facility equipment.

    Mental:

    Physical:

    • Ability to frequently travel to various sites on O`ahu and Moloka`i;
    • Must be able to sit and work on computer or at meetings during the work day;
    • Ability to lift and carry supplies up to 35 lbs;
    • Outdoors: exposure to sun, wind, dust, animal dander, etc.;
    • Indoors: exposure to normal office environments, A/C, fans, etc.

    Communication:

    • Exhibit courteous and professional demeanor towards program participants, staff and administration via verbal, written, physical, and electronic correspondence;
    • Exceptional interpersonal skills;
    • Ability to collaborate with diverse teams and communicate effectively with youth, families, and partners.

    Minimum Qualification Requirements

    Education:

    • Bachelor’s degree in Social Work, Human Services, Education, or a related field;
    • Master’s degree in Social Work, Human Services, Education, or a related field preferred.

    Experience:

    • Minimum of three (3) years of experience preferred in case management, preferably with at-risk or justice-involved youth;
    • Knowledge of Hawai‘i’s cultural context and the challenges faced by it’s at-risk youth;
    • Demonstrated ability to work collaboratively with multiple partners and stakeholders;
    • Ability to use data-driven approaches for decision-making and program evaluation
    • Strong organizational and time-management skills;
    • Proficient in Microsoft Office including but not limited to Word, Excel, Publisher, and PowerPoint, Google Drive (Meetings, Docs, Sheets, Calendar), email, internet researching, and virtual meeting platforms.

    Driving:

    • Must have access to a vehicle, have a valid driver's license, a safe and responsible driving record, and current no-fault auto insurance, with at least $100k in bodily collision per person and $25k in property damage liability.
