Residential Care Medical Director plans and directs all aspects of clinical care at an assisted living or skilled nursing facility. Ensures that clinical programs operate in compliance with all applicable regulations. Being a Residential Care Medical Director provides patient consultations as needed and manages relationships between staff and attending physicians. Advises non-medical management on clinical and patient related matters and policies. Additionally, Residential Care Medical Director requires a MD degree from an accredited school. Requires a state license to practice medicine. Typically reports to top management. The Residential Care Medical Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure.     Job Description 

    POSITION TITLE:         Regional Assistant Director, Residential Services

    DIVISION:                      Supported Living

    SUPERVISOR:               Regional Director, Residential Services

    CLASSIFICATION:        Exempt

    STATUS:                        Full Time                                                                                                                                                                                               

    PURPOSE: 

    Assist with administering programs within Residential Services. Orchestrate programs and implement policies/practices in compliance with overall regulatory bodies.  Regularly monitor regulatory standards to assure Residential services remains in compliance.

     

    KEY AREAS OF RESPONSIBILITY: 

  • Oversee the training records for staff in residential services and ensure documentation required of this position is current and orderly. Oversee program evaluation and submit quarterly reports to supervisor related to outcomes for Residential Services. Oversee the management of benefits and finances for persons served and ensure persons served in Residential Services retain eligibility for services.
  • Review monthly income statements and assist in preparing a yearly budget program. Oversee and assist with development of training programs to continue to develop quality staff.
  • Provide pre-admission services necessary for consumers' entrance into group home living services, including orientation process. Assign referrals to appropriate group homes and staff. Create, implement, and maintain quarterly reports for tracking quality program outcomes.
  • Conduct home visits for the purpose of file reviews and ensuring regulatory compliance. Oversee all matters related to Social Security and Medicaid funding for persons served. Ensure that customer service and quality assurance duties, including PSR, customer satisfaction surveys, consumer surveys and file audits, are completed regularly.
  • Implement and monitor database of emergency drills for Residential Services to ensure that Direct Support Professionals are completing drills as scheduled. Provide a monthly summary of emergency drills within the quarterly management report.
  • Review accident incident reports, and BDDS reports.  Thoroughly investigate and document any reports of abuse or neglect in accordance with state and agency guidelines. Oversee BDDS incident reports and needed follow-ups. Ensure incidents are reported in a timely manner.
  • Conduct and oversee investigations of incidents within Residential Services. Ensure that all investigations are conducted fairly and in a timely manner. Ensure that investigations are conducted in adherence to all agency, state, and federal regulations.
  • Evaluate effectiveness of communication procedures. Assist with developing and maintaining a communication plan for Residential Services.
  • Assist with writing and implementing quality assurance policies and procedures. Assist supervisory staff and Human Resources with the discipline or termination of staff as warranted.
  • Assist in the departmental strategic planning and budget.  Responsible for divisional planning, budgetary accountability, resource management (staffing, materials, etc.) and ongoing communication with staff. Collaborate with department staff and supervisors in maintaining and updating policy and procedure manuals and handbooks for persons served in Supported Living and Residential Services.
  • Oversee the CARF accreditation process for Supported Living and Residential Services. Properly identify consumer needs and administer homes in accordance with State and Federal guidelines.
  • Apply current ICF/MR State Board of Health and all other State and Federal regulations.  Also, seek proper residences that meet all State and Federal guidelines to afford all residents proper living conditions. Serve as a liaison between consumers, families, staff, professionals, the community, and other community agencies.
  • Facilitate ongoing communication with the BDDS office, FSSA, BQIS, and other regulatory agencies. Safeguard consumers' and families' human and civil rights.
  • Maintain familiarity with funding sources and laws affecting the agency. Ensure confidentiality of all consumers' records in compliance with agency and HIPAA guidelines.
  • Approve expenditures by staff and complete appropriate purchase order requisitions. Review departmental forms for signature and for quality assurance.
  • ESSENTIAL JOB FUNCTIONS: 

    • Be on call to assist with issues related to persons served, their homes, staffing, or any other emergency issues that may arise.
    • Must be capable of meeting the physical demands required by caring for the consumers. Physical requirements may include, but not be limited to: bending; reaching; stretching; lifting 25-50 pounds (depending on person served) without assistance; grasping; visual acuity; running; walking; squatting, guiding; transporting; assisting with physical transfer; and manual dexterity to handle medications; and handling physical aggression as defined in CPI training.
    • Participate in INARF Rehabilitation functions as related to Residential Services. Communicate consumer, staff, and other information to supervisor.
    • Promote agency philosophies, generate team spirit, and create and maintain an environment that fosters employee satisfaction, maximizes productivity, and profitability.
    • Promote and display a positive attitude and display an overall commitment to the agency's mission, values, and vision. Serve on interdisciplinary teams or special committees as appropriate.
    • Attend/request related training, as authorized.
    • Ability to work flexible, non-standard hours, including occasional evenings and weekends. Meet with any consumers, families or staff and listen to their concerns.

    Qualifications:

  • Degree preferred in Business Administration, Psychology, Sociology, Social Work, SPEA or related field plus three years of relevant work experience.
  • Possess and maintain a clear criminal record. Maintain a valid Indiana driver's license, insurance on personal vehicle (minimum of PLPD with Medical liability coverage), and maintain insurability as defined by the agency liability insurance carrier.
  • Must possess and maintain reliable transportation that meets state requirements for transporting persons served. Supervisory experience required.
  • Must possess excellent communication skills both written and verbal. Must maintain current CPR/FA certification.
