Summary of Responsibility:
The Regional Property Manager (RPM) oversees the day-to-day operations of the assigned geographic region of the Portfolio by implementing policies, procedures and practices to enable each property to meet budgeted financial goals and achieve operational performance objectives. This portfolio is comprised of properties financed with diverse funding streams including federal low-income housing tax credit program, Project Based Section 8, and other affordable income restricted/low-income housing financing. RPM provides direction and leadership to a growing team of community management teams.
Essential Duties:
- Provides overall direction and supervision of day-to-day property management with oversight responsibility for management of the properties within the geographic region.
- Regularly visits site offices, inspects field operations and reviews periodic reports from community managers to determine progress of occupancy and maintenance projects.
- Monitors and ensures adherence to all policies and procedures related to compliance with the Landlord Tenant Act, Section 8, Fair Housing practices, LIHTC, and funding sources such as Housing and Urban Development (HUD); works closely with VP of Property and Compliance to ensure compliance issues are addressed in a timely manner.
- Responsible for resolving resident relation issues and escalated complaints from residents.
- Inspects properties to ensure the highest standards are maintained; evaluates maintenance, grounds, and housekeeping operations in areas of efficiency.
- Conducts periodic inspection of vacant apartments for market-ready condition.
- Assists in or develops corrective programs for properties, as needed.
- Trains and ensures Community Management Teams are utilizing all technology efficiently.
- Other duties as assigned.
Fiscal Responsibilities:
- Supervises and coordinates preparation of annual operating and capital budgets; monitors and makes recommendations on budget performance and prepares monthly or quarterly summary report of same.
- Ensures timely and accurate reporting for portfolio including vacancy and budget variances, staffing needs, upcoming inspections and others, as needed.
Education, Experience, Licensure/Certification, Age Requirement:
- Three years LIHTC Property Management experience required, preferably in a multi-family environment.
- Knowledge of state and federal property regulations
- Robust knowledge of DGA policy and procedures
- Must be legally able to operate a motor vehicle, possess valid driver’s license and auto insurance, and meet company driving requirements.
- Excellent customer service skills.
- Above average understanding of Bookkeeping/Accounting principles.
- High level of professionalism and enthusiasm.
- General business acumen.
- Advanced office administration and computer skills (Microsoft Office, Yardi).
- Ability to manage multiple tasks concurrently.
- Strong interpersonal, communication, organizational, problem solving and time management skills.
- Ability to work an unpredictable schedule, travel requirement 25% or more.
Physical Demands/Working Conditions/Environment:
- Capable of working long days on a frequent basis.
- Capable of pushing, pulling or lifting up to 25 lbs.
- Capable of extensive travel time for site visits and meetings, travel 75% or more.
- Occasionally required to climb, kneel, crouch, bend or crawl.
- Additional physical demands include: being outside/walking across property in various weather conditions, on feet for an extended period of time, walking up and down stairs, climbing ladder.
